SB392,1,2 1An Act to create 20.435 (5) (dg) and 51.03 (7) of the statutes; relating to:
2regional crisis stabilization facilities and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Health Services to award grants to
regional crisis stabilization facilities for adults based on criteria established by DHS
such that each of five regions of the state established by DHS based on need have
access to an equal amount. Current law requires certification by DHS in order to
operate a youth crisis stabilization facility, which is a facility designed to prevent or
de-escalate the minor's mental health crisis and avoid admission of the minor to a
more restrictive setting.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

SB392,2 1Section 2. 20.435 (5) (dg) of the statutes is created to read:
SB392,2,32 20.435 (5) (dg) Regional crisis stabilization facilities. The amounts in the
3schedule to provide grants to regional crisis stabilization facilities under s. 51.03 (7).
SB392,3 4Section 3. 51.03 (7) of the statutes is created to read:
SB392,2,105 51.03 (7) From the appropriation under s. 20.435 (5) (dg), the department shall
6award grants to regional crisis stabilization facilities for adults. The department
7shall establish criteria for a regional crisis stabilization facility to receive a grant
8under this subsection. In the 2020-21 fiscal year, the department shall establish 5
9regions based on the need for crisis stabilization services and shall award grants
10such that each region has access to an equal amount.
