This bill directs the expenditure of $1,039,134 from moneys appropriated for
the general program operations of the University of Wisconsin System for the current
fiscal biennium in payment of a claim made by Dr. Timothy Smunt against the state
to compensate him for alleged breaches of his employment contract with the
University of Wisconsin-Milwaukee. Dr. Smunt has filed a claim with the Claims
Board for $1,039,134; a hearing on that claim was held on May 13, 2019.

The people of the state of Wisconsin, represented in senate and assembly, do

Nonstatutory provisions.

Claim against the state. There is directed to be expended from the
6appropriation under s. 20.285 (1) (a) $1,039,134 in payment of a claim against the
1state made by Dr. Timothy Smunt to compensate him for alleged breaches by the
2University of Wisconsin-Milwaukee of its May 4, 2009, employment contract with
3Dr. Smunt. Acceptance of this payment releases this state and its officers,
4employees, and agents from any further liability to the claimant in connection with
5his losses related to that employment contract through May 13, 2019.
