SB217,1,2 1An Act to create 255.085 of the statutes; relating to: diabetes care and
2prevention plan.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Health Services, in consultation with the
Department of Employee Trust Funds, to develop and implement a plan to reduce the
incidence of diabetes in Wisconsin, improve diabetes care, and control complications
associated with diabetes. Under the bill, DHS may also consult with the Department
of Public Instruction and the Department of Corrections in developing its plan. The
bill requires DHS to submit a biennial report to the legislature that includes, among
other information, the financial implications of diabetes upon DHS, the state, and
localities, an assessment of DHS's activities and programs relating to diabetes, and
a proposed budget to implement plans related to diabetes care and prevention.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB217,1 3Section 1. 255.085 of the statutes is created to read:
SB217,2,4 4255.085 Diabetes care and prevention action program. (1) The
5department shall, in consultation with the department of employee trust funds,

1develop and implement a plan to reduce the incidence of diabetes in Wisconsin,
2improve diabetes care, and control complications associated with diabetes. The
3department may also consult with the department of public instruction and the
4department of corrections in developing a plan under this section.
SB217,2,7 5(2) By January 1, 2021, and biennially thereafter, the department shall submit
6a report to the chief clerk of each house of the legislature for distribution to the
7legislature under s. 13.172 (2) that provides all of the following:
SB217,2,158 (a) An assessment of the financial impact and reach diabetes of all types is
9having on the department, the state, and localities. This assessment shall include
10the number of individuals with diabetes impacted or covered by the entity, the
11number of individuals with diabetes and family members impacted by prevention
12and diabetes control programs implemented by the department, the financial toll or
13impact diabetes and its complications place on the department's programs, and the
14financial toll or impact diabetes and its complications place on the department's
15programs in comparison to other chronic diseases and conditions.
SB217,2,2016 (b) An assessment of the benefits of implemented programs and activities
17aimed at controlling diabetes and preventing the disease. This assessment shall also
18document the amount of and source for any funding directed to the department or
19other entities or organizations from the state for programs and activities aimed at
20reaching those with diabetes.
SB217,2,2421 (c) A description of the level of coordination existing within the department and
22between the department and other entities or organizations on activities,
23programmatic activities, and messaging on managing, treating, or preventing all
24forms of diabetes and its complications.

1(d) The development or revision of the detailed action plan under sub. (1) with
2a range of actionable items for consideration by the legislature. The department
3shall identify in the plan proposed steps to reduce the impact of diabetes,
4prediabetes, and related diabetes complications, and may include associated
5comorbid conditions. The plan shall also identify expected outcomes of the proposed
6steps while also establishing benchmarks for controlling and preventing relevant
7forms of diabetes.
SB217,3,118 (e) The development of a detailed budget proposal identifying needs, costs, and
9resources required to implement the plan under sub. (1). This proposal shall include
10a budget range for all options presented in the plan under sub. (1) for consideration
11by the legislature.
