1An Act relating to: using taxes collected from a large lottery prize for building
2and improving local roads and making an appropriation.

This bill requires the Department of Administration to deposit into the
transportation fund for the local roads improvement program the amount of the state
income taxes imposed on a lottery prize lump sum payment exceeding $400,000,000
for a lottery ticket purchased in this state that was selected as the winning ticket on
March 27, 2019.

The people of the state of Wisconsin, represented in senate and assembly, do

Lottery prize and transportation aids. The department of administration,
5upon certification from the department of revenue, shall deposit into the
6transportation fund for the local roads improvement program under s. 86.31 (3) and
7(3t) the amount of the taxes imposed under s. 71.02 on a lottery prize lump sum
1payment exceeding $400,000,000 for a lottery ticket purchased in this state that was
2selected as the winning ticket on March 27, 2019.

Local roads improvement program; state funds. In the schedule under s.
520.005 (3) for the appropriation to the department of transportation under s. 20.395
6(2) (fr), the dollar amount for fiscal year 2019-20 is increased by 50 percent of the
7amount deposited in the transportation fund under
Section 1 (1
) of this act for the
8purpose of building and improving local roads. In the schedule under s. 20.005 (3)
9for the appropriation to the department of transportation under s. 20.395 (2) (fr), the
10dollar amount for fiscal year 2020-21 is increased by 50 percent of the amount
11deposited in the transportation fund under
Section 1 (1
) of this act for the purpose
12of building and improving local roads.
