AJR60,1,32 Whereas, the Healthy, Hunger-Free Kids Act of 2010 limited USDA flexibility
3to offer children more milk options within the National School Lunch Program; and
AJR60,1,74 Whereas, since passage of the Healthy, Hunger-Free Kids Act of 2010, which
5limited USDA flexibility within the National School Lunch Program regarding
6allowable milk offerings, consumption of milk has rapidly declined in public schools,
7in part, due to a lack of variety of product offerings; and
AJR60,1,108 Whereas, in 2017, the USDA enacted a rule allowing schools to receive a waiver
9allowing low-fat (1 percent) flavored milk as an option within the National School
10Lunch Program; and
AJR60,1,1311 Whereas, milk, flavored or unflavored, is the number one source of nine
12essential nutrients to young people, including calcium, vitamin D, and potassium;
13and

1Whereas, according to Dietary Guidelines for Americans, meeting dairy
2recommendations can have lifelong health benefits, such as improved bone health,
3especially in children and adolescents; and
AJR60,2,64 Whereas, current evidence shows that the intake of dairy products, like milk,
5cheese, and yogurt, is associated with a reduced risk of both cardiovascular disease
6and type 2 diabetes and with lower blood pressure in adults; and
AJR60,2,107 Whereas, according to a study published in Lancet in 2018, a total intake of two
8or more servings of full-fat dairy food was associated with a 22 percent lower risk
9of heart disease, a 34 percent lower risk of stroke, and a 23 percent lower risk of death
10from cardiovascular disease; and
AJR60,2,1511 Whereas, H.R. 832, known as the Whole Milk for Healthy Kids Act of 2019, was
12introduced on January 29, 2019, by U.S. Representative Glenn “GT” Thompson
13(R-PA) and Chairman of the House Agriculture Committee, Collin Peterson
14(D-MN), to expand on the USDA rule by allowing whole milk (both flavored and
15unflavored) to be offered within the National School Lunch Program; and
AJR60,2,1816 Whereas, Wisconsin is “America's Dairyland” but has experienced a five-year
17downturn in both milk prices and the number of dairy farms operating in the state;
18and
AJR60,2,2119 Whereas, the Wisconsin State Legislature should do everything in its power to
20support this industry that is so vital to the economy and culture of our beloved state;
21and
AJR60,2,2522 Whereas, on March 1, 2019, a letter authored by Wisconsin State
23Representative Travis Tranel and a bipartisan mix of the Assembly Committee on
24Agriculture members was sent to Wisconsin's congressional delegation urging
25members to support H.R. 832; now, therefore, be it

1Resolved by the assembly, the senate concurring, That the Wisconsin
2Legislature strongly encourages all efforts to increase consumption of milk, up to and
3including whole flavored milk, among America's youth — including provisions found
4in 2019 H.R. 832.
