AB824,1,2 1An Act to create 13.0976 of the statutes; relating to: requiring economic impact
2statements on certain legislative proposals.
Analysis by the Legislative Reference Bureau
This bill provides that if a legislative proposal directly or substantially affects
any of the following, DOA must prepare an economic impact statement on the
proposal within 30 days of the proposal's introduction: crimes or criminal penalties;
first class cities; primary or secondary education; public benefits; local government
procurement policies; or probation, parole, or extended supervision. The economic
impact analysis must contain information about the economic effects of the proposal
on racial groups, economic classes, and gender groups. The bill further provides that
the economic impact statement must contain a finding on whether the proposal has
a disparate impact on any racial groups, economic classes, or gender groups.
Under the bill, a proposal that requires an economic impact statement must
have that requirement noted on its jacket when the jacket is prepared. In addition,
under the bill, when a proposal that requires an economic impact statement is
introduced, the LRB must submit a copy of the proposal to DOA.
Finally, the bill provides that no proposal that requires an economic impact
statement may be passed or adopted by either house until DOA has prepared the
economic impact statement and the economic impact statement has been distributed
to the legislature.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB824,1 1Section 1. 13.0976 of the statutes is created to read:
AB824,2,2 213.0976 Economic impact statements on proposals. (1) In this section:
AB824,2,33 (a) “Department" means the department of administration.
AB824,2,44 (b) “Proposal" means a bill, resolution, or joint resolution.
AB824,2,8 5(2) (a) If a proposal is introduced in either house of the legislature that directly
6or substantially affects any of the following, the department shall prepare an
7economic impact statement on the proposal within 30 days of the proposal's
8introduction:
AB824,2,99 1. Crimes or criminal penalties.
AB824,2,1010 2. First class cities.
AB824,2,1111 3. Primary or secondary education.
AB824,2,1212 4. Public benefits.
AB824,2,1313 5. Local government procurement.
AB824,2,1414 6. Probation, parole, or extended supervision.
AB824,2,1715 (b) The department may request any information from other state agencies,
16local governments, or other organizations that is reasonably necessary for the
17department to prepare the economic impact statement.
AB824,3,218 (c) After a proposal has been drafted, the legislative reference bureau shall
19inform the requester if an economic impact statement is required when it submits
20the draft to the requester. A proposal that requires an economic impact statement
21shall have that requirement noted on its jacket when the jacket is prepared. When

1a proposal that requires an economic impact statement is introduced, the legislative
2reference bureau shall submit a copy of the proposal to the department.
AB824,3,43 (d) The economic impact statement shall be printed as an appendix to the
4proposal and shall be distributed in the same manner as amendments.
AB824,3,9 5(3) The economic impact statement shall contain information about the
6economic effects of the proposal on racial groups, economic classes, and gender
7groups. The economic impact statement shall contain a finding on whether the
8proposal has a disparate impact on any racial groups, economic classes, or gender
9groups.
AB824,3,13 10(4) No proposal that requires an economic impact statement may be passed or
11adopted by either house until the department has prepared the economic impact
12statement and the economic impact statement has been distributed to the
13legislature.
