1An Act relating to: establishing a tick-borne disease study committee.
Analysis by the Legislative Reference Bureau
This bill creates a Tick-borne Disease Study Committee consisting of the
secretary of health services, the secretary of natural resources, the commissioner of
insurance, and 13 members appointed by the governor. Under the bill, the
Tick-borne Disease Study Committee studies issues involving awareness,
prevention, surveillance, diagnosis, reporting, and treatment of Lyme disease and
other tick-borne diseases and submits a report containing policy recommendations
to the legislature within three years after the bill takes effect.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

Tick-borne disease study committee.

(a) There is created a tick-borne disease study committee consisting of the
5following members:

61. The secretary of health services or the secretary's designee.

12. The secretary of natural resources or the secretary's designee.

23. The commissioner of insurance or the commissioner's designee.

34. Three health care providers, as defined in s. 146.81 (1), appointed by the
4governor. At least one of the members appointed under this subdivision shall reside
5north of USH 10.

65. Two educators knowledgeable about Lyme disease or another vector-borne
7disease, appointed by the governor.

86. One representative of the private health insurance industry based in this
9state, appointed by the governor.

107. One person employed in the administration of a hospital in this state,
11appointed by the governor.

128. Two members appointed by the governor who are advocates for Lyme disease
13policy or residents of this state affected by Lyme disease. At least one of the members
14appointed under this subdivision shall reside north of USH 10.

159. One representative of a nonprofit organization with a purpose involving
16outdoor recreation, appointed by the governor.

1710. Two representatives of county health departments, appointed by the
18governor. At least one of the members appointed under this subdivision shall
19represent a county that is located at least in part north of USH 10.

2011. One representative of an organization representing local health
21departments and boards, appointed by the governor.

(b) No later than 3 years after the effective date of this paragraph, the
23tick-borne disease study committee shall submit a report to the legislature in the
24manner provided under s. 13.172 (2). In preparing the report, the committee shall
25study issues involving awareness, prevention, surveillance, diagnosis, reporting,
1and treatment of Lyme disease and other tick-borne diseases. The report shall
2include all of the following recommendations approved by a majority of the
3committee:

41. Recommendations for policies addressing awareness, prevention,
5surveillance, diagnosis, reporting, and treatment of Lyme disease and other
6tick-borne diseases.

72. Recommendations for the long-term use of antibiotics in the treatment of
8tick-borne diseases and insurance coverage of long-term use of antibiotics.

93. Recommendations for policies about notifying people about the increased
10potential of receiving a false negative test in the early stages of a tick-borne disease.

(c) The tick-borne disease study committee terminates upon submission of the
12report under par. (b).
