AB291,1,2 1An Act to create 46.48 (33) of the statutes; relating to: trauma-informed care
2position grants and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Health Services to award 50 grants, each
lasting for two fiscal years and in the amount of $75,000 per fiscal year per grant, to
local branches of statewide private nonprofit organizations that apply and that
satisfy criteria specified in the bill, including that the organization be able to raise
$25,000, which it must contribute to support the trauma-informed care position and
administrative expenses for trauma-informed care programming.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB291,1 3Section 1. 46.48 (33) of the statutes is created to read:
AB291,2,24 46.48 (33) Trauma-informed care position grants. (a) The department shall
5award 50 grants, each lasting for 2 fiscal years and in the amount of $75,000 per fiscal
6year per grant, to local branches of statewide private nonprofit organizations that

1apply on a form prepared by the department and that satisfy all of the following
2criteria:
AB291,2,53 1. The organization is affiliated with a national organization that provides
4evidence-based services directly to children who are 5 years of age and older
5throughout this state.
AB291,2,86 2. The local branch is governed by a board of directors or other governing body
7that is representative of the community it serves or of a significant segment of the
8community it serves.
AB291,2,109 3. The organization has demonstrated an ability to raise $25,000 in moneys for
10trauma-informed care programming.
AB291,2,1511 4. The local branch agrees in its application that it will use any grant moneys
12received to fund a trauma-informed care position and to pay administrative costs
13associated with trauma-informed care programming, including training for staff, to
14serve children who are 5 years of age or older and who live in the community served
15by the local branch.
AB291,2,1916 (b) A local branch that receives a grant under this subsection shall contribute
17$25,000 of moneys raised by the organization to support the trauma-informed care
18position and administrative expenses for trauma-informed care programming,
19including training for staff.
AB291,2 20Section 2. Fiscal changes.
AB291,3,321 (1) Trauma-informed care position grants. In the schedule under s. 20.005 (3)
22for the appropriation to the department of health services under s. 20.435 (5) (bc),
23the dollar amount for fiscal year 2019-20 is increased by $3,750,000 to fund
24trauma-informed care position and programming grants under s. 46.48 (33). In the
25schedule under s. 20.005 (3) for the appropriation to the department of health

1services under s. 20.435 (5) (bc), the dollar amount for fiscal year 2020-21 is
2increased by $3,750,000 to fund trauma-informed care position and programming
3grants under s. 46.48 (33).
