relating to: construction and renovation of a
3veterans village, granting bonding authority, and making an appropriation.

This bill amends the 2019-21 Authorized State Building Program to add a
grant to the Wisconsin Veterans Village Association, Inc., to assist in the
construction and renovation of a veterans village in Outagamie County providing
housing, assisted living and end-of-life care, health care, and community resources
to veterans. The project has a combined cost of $15,000,000 ($3,000,000 in general
fund supported borrowing authority and $12,000,000 in gifts, grants, and other
receipts).

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(46p) Veterans village. (a) The legislature finds and determines that
6providing housing and specialized care for veterans in this state is a statewide
1responsibility of statewide dimension. It is therefore in the public interest, and it is
2the public policy of this state, to assist Wisconsin Veterans Village Association, Inc.,
3in the construction and renovation of a veterans village in Outagamie County to
4provide housing, assisted living and end-of-life care, health care, and community
5resources to veterans.

(b) The building commission may authorize up to $3,000,000 in general fund
7supported borrowing to assist Wisconsin Veterans Village Association, Inc., in the
8construction and renovation of a veterans village, as specified in par. (a). The state
9funding commitment shall be in the form of a grant to the Wisconsin Veterans Village
10Association, Inc. Before approving any state funding commitment for the
11construction and renovation of the veterans village, the building commission shall
12determine that Wisconsin Veterans Village Association, Inc., has secured additional
13funding for the project of at least $12,000,000 from nonstate revenue sources.

(c) If the building commission authorizes a grant to the Wisconsin Veterans
15Village Association, Inc., under par. (b), and if, for any reason, the space that is
16constructed or renovated with funds from the grant is not used for providing one or
17more of the types of care and services specified in par. (a), the state shall retain an
18ownership interest in the constructed space equal to the amount of the state's grant.

6to Wisconsin Veterans Village Association, Inc., for the construction and renovation
7of the veterans village, as enumerated in sub. (1
) (a), under s. 13.48 (46p), unless the
8department of administration has reviewed and approved plans for the project.
1Notwithstanding ss. 16.85 (1) and 16.855 (1m), the department of administration
2may not supervise any services or work or let any contract for the project. Section
316.87 does not apply to the project.
