NR 275.01NR 275.01Purpose. The purpose of this chapter is to establish effluent limitations, standards of performance, and pretreatment standards for discharges of process wastes from the paving and roofing materials (tars and asphalts) category of point sources and subcategories thereof.

NR 275.02NR 275.02Applicability. The effluent limitations, standards of performance, pretreatment standards, and other provisions in this chapter are applicable to pollutants or pollutant properties in discharges of process waste resulting from manufacture in any of the following subcategories.
NR 275.02(1)(1)Asphalt paving and roofing emulsion.
NR 275.02(2)(2)Asphalt concrete.
NR 275.02(3)(3)Asphalt roofing.
NR 275.02(4)(4)Printed asphalt felt and linoleum.

NR 275.03NR 275.03Definitions. Definitions of terms and meanings of abbreviations used in this chapter are set forth in ch. NR 205 except that for subcategory (1) only “process waste” means also runoff from material storage areas.

NR 275.04NR 275.04Compliance with effluent limitations and standards. Discharge of pollutants from facilities subject to the provisions of this chapter may not exceed, as appropriate:
NR 275.04(1)(1)By July 1, 1977 effluent limitations representing the degree of effluent reduction attainable by the application of the best practicable control technology currently available;
NR 275.04(2)(2)By July 1, 1983 effluent limitations representing the degree of effluent reduction attainable by the application of the best available technology economically achievable;
NR 275.04(3)(3)Pretreatment standards for discharges to publicly owned treatment works;
NR 275.04(4)(4)Standards of performance for new sources.

NR 275.06NR 275.06Application of effluent limitations and standards.
NR 275.06(1)(1)The effluent limitations and standards set forth in this chapter shall be used in accordance with this section to establish the quantity or quality of pollutants or pollutant properties which may be discharged by a point source subject to the provisions of this chapter, except as:
NR 275.06(1)(a)(a) They may be modified in accordance with subch. IV of ch. NR 220,
NR 275.06(1)(b)(b) They may be superseded by more stringent limitations and standards necessary to achieve water quality standards or meet other legal requirements, or
NR 275.06(1)(c)(c) They may be supplemented or superseded by standards or prohibitions for toxic pollutants or by additional limitations for other pollutants required to achieve water quality.
NR 275.06(2)(2)The production basis for application of the limitations and standards set forth in this chapter shall be the daily average of a maximum month in each subcategory subject to the provisions of this chapter.

NR 275.10NR 275.10Effluent limitations, best practicable treatment. The following effluent limitations for all or specific subcategories establish, except as provided in subch. IV of ch. NR 220, the quantity or quality of pollutants or pollutant properties which may be discharged by a facility subject to the provisions of this chapter after application to process wastes of the best practicable control technology currently available (BPT).
NR 275.10(1)(1)There shall be no discharge resulting from manufacture in subcategory (2).
NR 275.10(2)(2)The pH of all discharges shall be within the range of 6.0 to 9.0.
NR 275.10(3)(3)Discharges resulting from manufacture in subcategory (1) shall be limited to runoff from material storage areas as set forth in the BPT column of table 1 in lbs/1000 gallons of runoff.
NR 275.10(4)(4)The 30-day average and daily maximum limitations for suspended solids for subcategories (3) and (4) are the BPT limitations set forth in table 2 in lbs/1000 lbs, or kg/1000 kg, of product.

NR 275.11NR 275.11Effluent limitations, best available treatment. The following effluent limitations for all or specific subcategories establish the quantity or quality of pollutants or pollutant properties which may be discharged by a facility subject to the provisions of this chapter after application to process wastes of the best available technology economically achievable (BAT).
NR 275.11(1)(1)There shall be no discharge resulting from manufacture in subcategory (2).
NR 275.11(2)(2)The pH of all discharges shall be within the range of 6.0 to 9.0.
NR 275.11(3)(3)Discharges resulting from manufacture in subcategory (1) shall be limited to runoff from material storage areas as set forth in the BAT column of table 1 in lbs/1000 gallons of runoff.
NR 275.11(4)(4)The 30-day average and daily maximum limitations for suspended solids for subcategories (3) and (4) are the BAT limitations set forth in table 2 in lbs/1000 lbs, or kg/1000 kg, of product.

NR 275.12NR 275.12Standards of performance (SOP). The following effluent limitations for all or specific subcategories establish the quantity or quality of pollutants or pollutant properties which may be discharged by a facility which is a new source subject to the provisions of this chapter.
NR 275.12(1)(1)There shall be no discharge resulting from manufacture in subcategory (2).
NR 275.12(2)(2)The pH of all discharges shall be within the range of 6.0 to 9.0.
NR 275.12(3)(3)Discharges resulting from manufacture in subcategory (1) shall be limited to runoff from material storage areas as set forth in the SOP column of table 1 in lbs/1000 gallons of runoff.
NR 275.12(4)(4)The 30-day average and daily maximum limitations for suspended solids for subcategories (3) and (4) are the SOP limitations set forth in table 2 in lbs/1000 lbs, or kg/1000 kg, of product.
