2019 Senate Joint Resolution 21
ENROLLED JOINT RESOLUTION
Relating to: honoring the public service of Michael Leckrone.
Whereas, Michael Leckrone received his bachelor's and master's degrees in music at Butler University; and
Whereas, he became director of the Marching Band at the University of Wisconsin in 1969 when interest in the band had fallen to an all-time low; and
Whereas, he welcomed women into the previously all-male band and transformed it into a coed organization; and
Whereas, he required all members to participate in drills and instilled in them an appreciation for intense physical conditioning; and
Whereas, he initiated “stop at the top,” a more demanding marching stride; and
Whereas, he emphasized showmanship and redesigned the pregame entrance to this end; and
Whereas, the band grew from about 100 members to approximately 300 today; and
Whereas, he launched the Varsity Band concert in 1975; and
Whereas, he instituted the 5th Quarter in 1977, now recognized as one of college sports' great traditions; and
Whereas, he has received numerous awards and titles, including Outstanding Educator of America in 1970; and
Whereas, the Wisconsin State Assembly recognized him as a Hometown Hero in 2015; and
Whereas, he has helped thousands of young people become better musicians, team players, and leaders; now, therefore, be it
Resolved by the senate, the assembly concurring, That the members of the Wisconsin Legislature hereby recognize and honor the public service of Michael Leckrone at the University of Wisconsin and wish him all the best in his retirement.
