Assumptions Used in Arriving at Fiscal Estimate
This emergency rule extends the eligibility of the Kinship Care program to additional caregivers that were not previously eligible. This is likely to increase participation in the Kinship Care program and result in additional monthly kinship care benefit payments to those caregivers. The Department is not able to estimate the number of additional caregivers who may become eligible under the new rule, and no additional funding was provided in the authorizing state legislation (2023 Wisconsin Act 119), thus, the overall fiscal effect is indeterminant.
The Joint Finance Committee approved the Department’s request to transfer an additional $1,350,000 to the Kinship Care program under Wis. Stats. s. 49.175 (1) (s) to allow for an effective date of January 1, 2025. Additional future funding for the Kinship Care program is re-estimated as a part of the Biennial Budget process.
