SB45-SSA2-SA12,2,2413.48 (34m) Milwaukee County courthouse complex. (a) The legislature 5finds and determines that improving access to and efficiency of public safety and 6judicial processes for state-mandated criminal courts and related services is a 7statewide responsibility of statewide dimension. It is therefore in the public 8interest, and it is the public policy of this state, to assist Milwaukee County in the 9construction of a new building to house state-mandated criminal courts and related 10services, including razing and redeveloping a portion of the Milwaukee County
1public safety building and by renovating the historic Milwaukee County courthouse 2and Milwaukee County criminal justice facility. SB45-SSA2-SA12,2,93(b) The building commission may authorize up to $25,000,000 in general fund 4supported borrowing to assist Milwaukee County in the Milwaukee County 5courthouse complex project specified in par. (a). The state funding commitment 6shall be in the form of a grant to Milwaukee County. Before approving any state 7funding commitment for the project, the building commission shall determine that 8Milwaukee County has secured additional funding for the project of at least 9$25,000,000 from nonstate revenue sources. SB45-SSA2-SA12,2,1410(c) If the building commission authorizes a grant to Milwaukee County under 11par. (b), and if, for any reason, the facility that is constructed with funds from the 12grant is not used to house state-mandated criminal courts and related services, the 13state shall retain an ownership interest in the facility equal to the amount of the 14state’s grant. I and IV of ch. 18. SB45-SSA2-SA12,36Section 3. 20.866 (2) (zcy) of the statutes is created to read: SB45-SSA2-SA12,3,11720.866 (2) (zcy) Milwaukee County courthouse complex. From the capital 8improvement fund, a sum sufficient for the building commission to provide a grant 9to Milwaukee County for the Milwaukee County courthouse complex project 10specified in s. 13.48 (34m). The state may contract public debt in an amount not to 11exceed $25,000,000 for this purpose. SB45-SSA2-SA12,412Section 4. 20.866 (2) (zf) of the statutes is amended to read: SB45-SSA2-SA12,3,181320.866 (2) (zf) Historical society; historic sites. From the capital improvement 14fund, a sum sufficient for the historical society to acquire, construct, develop, 15enlarge or improve historic sites and facilities. The state may contract public debt 16in an amount not to exceed $9,591,800 for this purpose. The state may contract 17additional public debt in an amount up to $8,321,000 for this purpose. The state 18may contract additional public debt in an amount up to $8,824,000 for this purpose. SB45-SSA2-SA12,519Section 5. 20.867 (3) (cy) of the statutes is created to read: SB45-SSA2-SA12,4,22020.867 (3) (cy) Milwaukee County courthouse complex. A sum sufficient to 21reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred 22in financing the Milwaukee County courthouse complex project specified in s. 13.48 23(34m), to make the payments determined by the building commission under s. 2413.488 (1) (m) that are attributable to the proceeds of obligations incurred in
1financing the project, and to make payments under an agreement or ancillary 2arrangement entered into under s. 18.06 (8) (a).”. SB45-SSA2-SA12,4,832. At the appropriate places in section 9104 in the bill, insert all of the 4following and the amounts shown in the enumerations table in the bill and the 5concomitant bonding authorizations for each applicable agency shall be adjusted 6accordingly, and if a project enumerated in this amendment duplicates a project 7enumerated in the bill, the dollar amounts shown and funding sources provided for 8the project in this amendment shall control: SB45-SSA2-SA12,4,1210(1) Authorized State Building Program. For the fiscal years beginning on 11July 1, 2025, and ending on June 30, 2027, the Authorized State Building Program 12is as follows: SB45-SSA2-SA12,5,4
1(2m) 2021–23 Authorized State Building Program changes. In 2021 2Wisconsin Act 58, section 9104 (1) (c), under department of health services, the 3following new subdivision is created and the appropriate totals are increased by the 4amounts shown: SB45-SSA2-SA12,6,45(3m) Milwaukee County courthouse complex. Notwithstanding s. 13.48 6(34m) (b), the building commission may not make a grant to Milwaukee County for 7the Milwaukee County courthouse complex project, as enumerated in sub. (1) (j),
1under s. 13.48 (34m), unless the department of administration has reviewed and 2approved plans for the project. Notwithstanding ss. 16.85 (1) and 16.855 (1m), the 3department of administration may not supervise any services or work or let any 4contract for the project. Section 16.87 does not apply to the project. SB45-SSA2-SA12,6,85(4m) Advance planning for the department of administration. From 6the appropriation under s. 20.867 (2) (r), the building commission shall allocate 7$1,000,000 to develop preliminary plans and specifications for the construction of a 8building addition to the state laboratory of hygiene in the city of Madison. SB45-SSA2-SA12,6,129(5m) Advance planning for the department of corrections. From the 10appropriation under s. 20.867 (2) (r), the building commission shall allocate the 11following amounts to develop preliminary plans and specifications for the specified 12projects of the department of corrections: SB45-SSA2-SA12,6,1513(a) For establishment of a new Type 1 juvenile correctional facility in 14northeastern Wisconsin pursuant to s. 301.16 (1w), including to carry out site 15selection and project planning, development, and design, $6,540,000. SB45-SSA2-SA12,6,1716(b) For an infirmary medical unit remodeling project at the Racine 17Correctional Institution, $300,000. SB45-SSA2-SA12,6,2118(c) To hire consultant support to assist with evaluating existing 19infrastructure evaluation and the potential expansion of existing facilities within 20the state women’s correctional system to satisfy requirements of the mother-young 21child program under s. 301.049, $1,000,000. SB45-SSA2-SA12,7,222(6m) Advance planning for the department of natural resources. 23From the appropriation under s. 20.867 (2) (r), the building commission shall
1allocate the following amounts to develop preliminary plans and specifications for 2replacement of the interpretive center at Devil’s Lake State Park, $650,000. SB45-SSA2-SA12,7,63(7m) Advance planning for the department of veterans affairs. From 4the appropriation under s. 20.867 (2) (r), the building commission shall allocate 5$6,200,000 to develop preliminary plans and specifications for upgrade and 6expansion of the Wisconsin Veterans Museum in the city of Madison. SB45-SSA2-SA12,7,107(8m) Advance planning for the state fair park. From the appropriation 8under s. 20.867 (2) (r), the building commission shall allocate $4,000,000 to develop 9preliminary plans and specifications for redevelopment of the swine, sheep, and 10goat barn area at state fair park. SB45-SSA2-SA12,7,1411(9m) Advance planning for the state historical society. From the 12appropriation under s. 20.867 (2) (r), the building commission shall allocate the 13following amounts to develop preliminary plans and specifications for the specified 14projects of the state historical society: SB45-SSA2-SA12,7,1615(a) For restoration of the building that houses the headquarters of the state 16historical society in the city of Madison, $1,979,000. SB45-SSA2-SA12,7,1917(b) For improvement of the facade and building envelope at the headquarters 18of the state historical society in the city of Madison and for provision of related 19safety improvements, $350,000. SB45-SSA2-SA12,7,2120(c) For mechanical system improvements at the headquarters of the state 21historical society in the city of Madison, $300,000. SB45-SSA2-SA12,8,222(10m) Advance planning for the University of Wisconsin System. From 23the appropriation under s. 20.867 (2) (r), the building commission shall allocate the
1following amounts to develop preliminary plans and specifications for the specified 2projects of the University of Wisconsin System: SB45-SSA2-SA12,8,43(a) For repairs, renovations, and replacements at central plants and utility 4distribution facilities at various campuses, $10,721,000. SB45-SSA2-SA12,8,65(b) For renovations and an addition to Hansen Keith Milnes and Chinnock 6(HKMC) Residence Hall at UW–Stout, $2,000,000.”. SB45-SSA2-SA12,8,98“Section 6. 13.48 (20v) of the statutes is renumbered 16.095, and 16.095 (1), 9(2), (3), (4) and (5), as renumbered, are amended to read: SB45-SSA2-SA12,8,141016.095 (1) The building commission department shall establish and operate a 11grant program under this subsection section to assist nonstate organizations and 12cities, villages, towns, counties, and tribal governments to carry out construction 13projects having a statewide public purpose, as determined by the building 14commission or as specified in subs. (6) to (14). SB45-SSA2-SA12,8,2015(2) From the appropriation under s. 20.867 (3) (x) 20.505 (1) (aw), the building 16commission department may award a grant to any nonstate organization for a 17construction project that satisfies par. (a) having a statewide public purpose, as 18determined by the building commission under sub. (1) or as specified in sub. (7) (a), 19(8) (a), (9) (a), (10) (a), (11) (a), or (14) (a), if the grant is approved by the building 20commission. SB45-SSA2-SA12,9,221(3) Before approving each grant under sub. (2) or (6), the building commission 22shall determine that the nonstate organization or city, village, town, county, or 23tribal government carrying out the project has secured additional funding for the
1project from nonstate revenue sources in an amount that is equal to at least half of 2the total cost of the project. SB45-SSA2-SA12,9,93(4) If the building commission department awards a grant under par. (b) sub. 4(2), and if, for any reason, the space that is constructed or otherwise improved with 5funds from the grant is not used for one or more public purposes determined by the 6building commission under par. (a) sub. (1), or for the grants described in subs. (6) 7to (14), the public purposes specified in those subsections, the state shall retain an 8ownership interest in the constructed or otherwise improved space equal to the 9amount of the state’s grant. SB45-SSA2-SA12,9,1510(5) The building commission department is prohibited from awarding a grant 11under par. (b) sub. (2) or (6) unless the department of administration has reviewed 12and approved plans for the construction project associated with the grant. 13Notwithstanding ss. 16.85 (1) and 16.855 (1m), the department of administration is 14prohibited from supervising any services or work or letting any contract for the 15project. Section 16.87 does not apply to the project. SB45-SSA2-SA12,716Section 7. 16.095 (6) to (14) of the statutes are created to read: SB45-SSA2-SA12,9,221716.095 (6) (a) The legislature finds and determines that providing assistance 18to local governments to construct facilities that provide public services to help 19citizens of the state is a statewide responsibility of statewide dimension. It is 20therefore in the public interest, and it is the public policy of this state, to provide the 21department with the authority to award grants to any city, village, town, county, or 22tribal government for construction projects of public buildings. SB45-SSA2-SA12,9,2423(b) From the appropriation under s. 20.505 (1) (r), the department may award 24grants to cities, villages, towns, counties, and tribal governments to assist with
1construction projects, as specified in par. (a), or as specified in sub. (11) (a), (12) (a), 2or (13) (a), if the grant is approved by the building commission. SB45-SSA2-SA12,10,93(7) (a) The legislature finds and determines that providing assistance to local 4communities to provide facilities and services to help citizens of the state overcome 5life circumstances and to improve the ability of local communities to address 6homelessness is a statewide responsibility of statewide dimension. It is therefore in 7the public interest, and it is the public policy of this state, to assist the New 8Community Shelter, Inc., in the construction of a permanent supportive housing 9facility in Brown County. SB45-SSA2-SA12,10,1210(b) The building commission may approve and the department may award a 11grant under sub. (2) of up to $4,000,000 to assist the New Community Shelter, Inc., 12in the construction of a facility, as described in par. (a). SB45-SSA2-SA12,10,2213(8) (a) The legislature finds and determines that providing out-of-school care 14that inspires local youth to be contributing, productive, and responsible members of 15their communities through intentional programming that supports positive 16character development and unique opportunities to grow as individuals, while 17addressing a shortage of dental care, mental health services, and preventative 18health services for youth of underserved populations is a statewide responsibility of 19statewide dimension. It is therefore in the public interest, and it is the public policy 20of this state, to assist the YMCA of Metropolitan Milwaukee, Inc., and Community 21Smiles Dental in carrying out renovation of the historic Wisconsin Avenue School in 22the city of Milwaukee for use as a health and wellness center. SB45-SSA2-SA12,11,223(b) The building commission may approve and the department may award a 24grant under sub. (2) of up to $6,000,000 to assist the YMCA of Metropolitan
1Milwaukee, Inc., and Community Smiles Dental in the renovation of the Wisconsin 2Avenue School, as described in par. (a). SB45-SSA2-SA12,11,103(9) (a) The legislature finds and determines that assisting local communities 4to provide facilities and services to help citizens of the state overcome life 5circumstances and to improve the ability of local communities to address food 6insecurity and enhance equitable access to nutritious food is a statewide 7responsibility of statewide dimension. It is therefore in the public interest, and it is 8the public policy of this state, to assist the Second Harvest Foodbank of Southern 9Wisconsin, Inc., in constructing a new facility to expand food processing, storage, 10and distribution.
