ASSEMBLY AMENDMENT 2, TO ASSEMBLY BILL 241

AB241-AA2,1,1 At the locations indicated, amend the bill as follows:

AB241-AA2,1,2 1. Page 1, line 3: before that line insert:

AB241-AA2,1,3 “Section 1a. 106.015 (1g) of the statutes is created to read:

AB241-AA2,1,6 106.015 (1g) In this section, “construction trade” means a trade, craft, or business that the department has, for purposes of its approval of apprenticeship programs under this chapter, identified as being a construction trade.”.

AB241-AA2,1,8 2. Page 1, line 3: delete that line and substitute “Section 1b. 106.015 (1) of the statutes is renumbered 106.015 (1m) and amended to read:”.

AB241-AA2,1,9 3. Page 1, line 4: delete “(1)” and substitute “(1m)”.

AB241-AA2,1,10 4. Page 1, line 4: delete “sub.” and substitute “sub. subs. (1s) and”.

AB241-AA2,2,2 5. Page 2, line 2: delete that line and substitute “each apprentice in any trade, craft, or business that is not a construction trade.”.

AB241-AA2,2,10 106.015 (1s) Except as provided in subs. (1m) and (2), the department may not prescribe, enforce, or authorize, whether through the promulgation of a rule, the issuance of a general or special order, the approval of an apprenticeship program or apprentice contract, or otherwise, a ratio of apprentices to journeyworkers for apprenticeship programs or apprentice contracts that requires more than one journeyworker for 2 apprentices in a construction trade.

AB241-AA2,1r Section 1r. 106.015 (2) of the statutes is amended to read:

AB241-AA2,2,14 106.015 (2) The prohibition prohibitions under sub. subs. (1) does and (1s) do not apply with respect to apprentices whose employment is governed by a collective bargaining agreement.”.

AB241-AA2,2,15 7. Page 2, line 3: delete lines 3 to 7.
