SENATE AMENDMENT 2, TO SENATE BILL 301

SB301-SA2,1,1 At the locations indicated, amend the bill as follows:

SB301-SA2,1,4 1. Page 16, line 6: after “79.037." insert “In each fiscal year, all amounts transferred to the local government fund and not credited to another account under this section shall be credited to this account.".

SB301-SA2,1,5 2. Page 107, line 8: delete “section" and substitute “subsection".

SB301-SA2,1,6 3. Page 108, line 3: after that line insert:

SB301-SA2,1,10 “(ag) In addition to the payment under par. (a), each county for which the quotient of the total amount received in 2024 under par. (a) and s. 79.036 divided by the county's population in 2022 is less than 10 shall receive an amount calculated as follows:

SB301-SA2,1,11 1. Multiply the county's population in 2022 by 10.

SB301-SA2,1,13 2. Subtract the total amount received by the county in 2024 under par. (a) and s. 79.036 from the amount determined under subd. 1.

SB301-SA2,2,4 (ar) In addition to the payment under par. (a), each county for which the quotient of the amount received in 2024 under par. (a) divided by the amount received in 2024 under s. 79.036 is less than 5 shall receive an amount calculated as follows:

SB301-SA2,2,6 1. Divide the amount received by the county in 2024 under s. 79.036 by the amount received in 2024 under par. (a).

SB301-SA2,2,7 2. Divide the amount determined under subd. 1. by 169.943.

SB301-SA2,2,16 “(e) In addition to the payment under par. (d), each city, village, and town with a population in 2022 of greater than 30,000 and less than 300,000 shall receive an amount calculated as follows:

SB301-SA2,2,19 1. Divide the population of the city, village, or town in 2022 by the sum of the population in 2022 of all cities, villages, and towns with a population in 2022 of greater than 30,000 and less than 300,000.

SB301-SA2,2,20 2. Multiply the amount determined under subd. 1. by $15,004,320.

SB301-SA2,2,24 (f) Each city, village, and town with a population in 2022 of 110,000 or more shall receive an amount equal to 10 percent of the amount received by the city, village, or town in 2024 under s. 79.036 or the amount calculated as follows, whichever is greater:

SB301-SA2,3,1 1. Multiply the population of the city, village, or town in 2022 by 0.00001659.

SB301-SA2,3,2 2. Subtract the amount determined under subd. 1. from 14.5.

SB301-SA2,3,4 3. Multiply the population of the city, village, or town in 2022 by the amount determined under subd. 2.

SB301-SA2,3,5 4. Add the amount determined under subd. 3. to 25,700.

SB301-SA2,3,13 (2m) In addition to the payment under sub. (2), in 2024, each county and municipality shall receive a payment under this subsection. The total amount to be distributed to counties and municipalities under this subsection is an amount equal to the difference resulting from subtracting the total amount distributed to counties and municipalities under sub. (2) from the amount credited to the supplemental county and municipal aid account under s. 25.491 (9) in fiscal year 2024-25. The department of revenue shall calculate the payment under this subsection for each county and municipality as follows:

SB301-SA2,3,15 (a) Divide the total amount to be distributed under this subsection by the total amount distributed to counties and municipalities under sub. (2).

SB301-SA2,3,17 (b) Multiply the amount determined under par. (a) by the amount received by the county or municipality under sub. (2).”.

SB301-SA2,4,3 79.05 (4) Notwithstanding subs. (2) and (3), in 2025, each municipality shall receive a payment under this section that is equal to the amount of the payment received by the municipality under this section in 2024.”.
