TO SENATE BILL 211

SB211-SA1,1,11 At the locations indicated, amend the bill as follows:
SB211-SA1,1,2 21. Page 2, line 1: before that line insert:
SB211-SA1,1,3 3 Section 1m. 6.86 (1) (ac) of the statutes is amended to read:
SB211-SA1,2,24 6.86 (1) (ac) Any elector qualifying under par. (a) may make written application
5to the municipal clerk for an official ballot by means of facsimile transmission or,
6electronic mail, or the state's voter public access Internet site. Any application under
7this paragraph need not shall contain a copy of the applicant's original written
8signature. An elector requesting a ballot under this paragraph shall return with the
9voted ballot a copy of the request bearing an original signature of the elector as
10provided in s. 6.87 (4)
or contain the applicant's electronic signature on the
11application form in portable document format (PDF)
. Except as authorized in ss.
126.87 (4) (b) 2. to 5. and 6.875 (6), and notwithstanding s. 343.43 (1) (f), the elector shall
13transmit a copy of his or her proof of identification in the manner provided in s. 6.87

1(1) unless the elector is a military elector or an overseas elector or the elector has a
2confidential listing under s. 6.47 (2).”.
SB211-SA1,2,9 32. Page 2, line 5: delete lines 5 to 8 and substitute “from a qualified elector of
4the municipality a completed application in the form prescribed by the commission
5under par. (as) that contains the elector's original written signature, or, if application
6is made under par. (ac), that contains the elector's electronic signature or a copy of
7the elector's original written signature, or the signature of a person the elector
8authorizes to sign on the elector's behalf under par. (ag) or sub. (3) (a)
. The clerk shall
9retain each absentee”.
