ASSEMBLY SUBSTITUTE AMENDMENT 1, TO ASSEMBLY JOINT RESOLUTION 80

AJR80-ASA1,1,1 Relating to: public policy regarding plans that establish state legislative districts.

AJR80-ASA1,1,3 Whereas, the Wisconsin Constitution requires the state to reapportion the state legislative districts after each federal census; now, therefore, be it

AJR80-ASA1,1,5 Resolved by the assembly, the senate concurring, That it is the public policy of this state that plans establishing legislative districts should:

AJR80-ASA1,1,6 1. Comply with federal and state law;

AJR80-ASA1,1,8 2. Ensure that voters be the ones who choose their representatives and not representatives choosing their voters;

AJR80-ASA1,1,10 3. Put in place a process of drawing legislative maps that is fair, transparent, and nonpartisan while promoting accountability to voters;

AJR80-ASA1,1,12 4. Start from the principle that maps shall not be politically biased, nor shall they be used by one political party to hold onto power;

AJR80-ASA1,2,2 5. Not be drawn by private attorneys hired at a high cost to taxpayers behind closed doors; and

AJR80-ASA1,2,3 6. Reflect the will of voters, not of politicians.
