AB973-ASA1-AA2,1,11 At the locations indicated, amend the substitute amendment as follows:
AB973-ASA1-AA2,1,4 21. Page 2, line 1: delete the material beginning with “procedures, providing"
3and ending with “appropriation" on line 2 and substitute “procedures and providing
4an exemption from emergency rule procedures”.
AB973-ASA1-AA2,1,5 52. Page 3, line 14: after that line insert:
AB973-ASA1-AA2,1,6 6 Section 3c. 71.01 (1ap) of the statutes is created to read:
AB973-ASA1-AA2,1,77 71.01 (1ap) “Apprenticeship program” has the meaning given in s. 106.001 (4).
AB973-ASA1-AA2,3g 8Section 3g. 71.01 (1v) of the statutes is created to read:

1106.05 (3) (a) If the amount of funds to be distributed under sub. (2) exceeds
2the amount available in the appropriation under s. 20.445 (1) (dr) for completion
3awards under sub. (2), the department may reduce the reimbursement percentage
4or deny applications for completion awards that would otherwise qualify under sub.
5(2). In that case, the department shall determine the reimbursement percentage and
6eligibility on the basis of the dates on which apprentices and sponsors applicants
7become eligible for completion awards.
AB973-ASA1-AA2,15r 8Section 15r. 106.05 (3) (a) of the statutes, as affected by 2021 Wisconsin Act
9.... (this act), is amended to read:
AB973-ASA1-AA2,3,1610 106.05 (3) (a) If the amount of funds to be distributed under sub. subs. (2) and

exceeds the amount available in the appropriation under s. 20.445 (1) (dr) for
12completion awards under sub. subs. (2) and (2m), the department may reduce the
13reimbursement percentage or deny applications for completion awards that would
14otherwise qualify under sub. subs. (2) and (2m). In that case, the department shall
15determine the reimbursement percentage and eligibility on the basis of the dates on
16which applicants become eligible for completion awards.”.
AB973-ASA1-AA2,3,17 179. Page 9, line 10: delete lines 10 to 18 and substitute:
AB973-ASA1-AA2,3,19 18 Section 22m. Effective dates. This act takes effect on the day after
19publication, except as follows:
AB973-ASA1-AA2,3,22 20(1b) The treatment of ss. 106.05 (title), (1) (e) 1. and 3., (f), and (v), (2m), and
21(3) (a) (by Section 15r) and (b) (intro.) and 106.273 (2) (b) 1. takes effect on the 2nd
22day after publication of the 2023 biennial budget act.”.
