ASSEMBLY SUBSTITUTE AMENDMENT 1,
TO ASSEMBLY BILL 832

AB832-ASA1,1,3 1An Act to repeal 20.455 (2) (as); to amend 20.455 (2) (am), 165.85 (5) (b) and
2165.85 (5x); and to create 165.85 (5) (e) of the statutes; relating to: increasing
3the law enforcement training reimbursement and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the Law Enforcement Standards Board reimburses each
political subdivision for approved expenses incurred by law enforcement officers, jail
officers, and juvenile detention officers who complete training at board-certified
schools. Under current law, LESB reimburses the costs associated with preparatory
training for new recruits, and for the cost of annual recertification training.
This bill requires LESB to reimburse the costs of preparatory training that
were paid by an individual, in addition to those costs that were paid by a political
subdivision on behalf of a recruit.
Under current law, reimbursement to a political subdivision for annual
recertification training must be at least $160 per officer. The bill increases the
reimbursement to $320 per officer.

The bill provides sum sufficient general purpose revenue funding to pay for the
increased certification and recertification reimbursements.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB832-ASA1,1 1Section 1. 20.455 (2) (am) of the statutes is amended to read:
AB832-ASA1,2,52 20.455 (2) (am) Officer training reimbursement. A sum sufficient to make
3payments under s. 165.85 (5) (b) and (e) and (5x) . The amount appropriated under
4this paragraph may not exceed $150,000 in any fiscal year
that are not otherwise
5paid from the appropriation under par. (j)
.
AB832-ASA1,2 6Section 2. 20.455 (2) (as) of the statutes, as created by 2021 Wisconsin Act 58,
7is repealed.
AB832-ASA1,3 8Section 3. 165.85 (5) (b) of the statutes is amended to read:
AB832-ASA1,2,179 165.85 (5) (b) The board shall authorize the reimbursement to each political
10subdivision of approved expenses incurred by recruits who satisfactorily complete
11training at schools certified by the board. Reimbursement of these expenses for law
12enforcement officer, jail officer and juvenile detention officer preparatory training
13shall be for board approved tuition, living, and travel expenses. Reimbursement of
14approved expenses for completion of annual recertification training under sub. (4)
15shall include at least $160 $320 per officer thereafter. Funds may also be distributed
16for attendance at other training programs and courses or for training services on a
17priority basis to be decided by the department of justice.
AB832-ASA1,4 18Section 4. 165.85 (5) (e) of the statutes is created to read:
AB832-ASA1,3,219 165.85 (5) (e) The board shall reimburse approved expenses for an individual
20who satisfactorily completes preparatory training at a board-certified school and
21who subsequently becomes certified as a law enforcement officer, jail officer, or

1juvenile detention officer. Expenses eligible for reimbursement under this
2paragraph include tuition and living and travel expenses.
AB832-ASA1,5 3Section 5. 165.85 (5x) of the statutes is amended to read:
AB832-ASA1,3,114 165.85 (5x) Officer training reimbursement. Notwithstanding sub. (5), in
5each fiscal year, the department of justice shall determine the amount of additional
6costs, including but not limited to tuition, lodging, travel, meals, salaries and fringe
7benefits, to each political subdivision as a result of the enactment of 1993 Wisconsin
8Act 460
. In each fiscal year, the department shall pay each political subdivision the
9amount determined under this subsection for that political subdivision from the
10appropriation under s. 20.455 (2) (am), subject to the limitations under s. 20.455 (2)
11(am)
