AB564-ASA2,1,4 1An Act to amend 115.437 (2) (a) of the statutes; relating to: funding for special
2education, pupil mental health, per pupil aid, school-based mental health
3services grants, the University of Wisconsin System, and the technical college
4system and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB564-ASA2,1 5Section 1 . 115.437 (2) (a) of the statutes is amended to read:
AB564-ASA2,2,36 115.437 (2) (a) Except as provided in par. (b), annually on the 4th Monday of
7March, the department shall pay to each school district an amount equal to the
8average of the number of pupils enrolled in the school district in the current and 2
9preceding school years multiplied by $75 in the 2013-14 school year, by $150 in the
102014-15 and 2015-16 school years, by $250 in the 2016-17 school year, by $450 in
11the 2017-18 school year, by $654 in the 2018-19 school year, by $679 and $63 $742

1in the 2019-20 and 2020-21 school years, and by $888 in each school year thereafter.
2The department shall make the payments from the appropriation under s. 20.255 (2)
3(aq).
AB564-ASA2,2 4Section 2. Fiscal changes.
AB564-ASA2,2,105 (1) Special education aid. In the schedule under s. 20.005 (3) for the
6appropriation to the department of public instruction under s. 20.255 (2) (b), the
7dollar amount for fiscal year 2021-22 is increased by $100,000,000 to increase
8funding for aids for special education under s. 115.88 and the dollar amount for fiscal
9year 2022-23 is increased by $100,000,000 to increase funding for aids for special
10education under s. 115.88.
AB564-ASA2,2,1711 (2) Aids for school mental health programs. In the schedule under s. 20.005
12(3) for the appropriation to the department of public instruction under s. 20.255 (2)
13(da), the dollar amount for fiscal year 2021-22 is increased by $30,000,000 for the
14purposes for which the appropriation is made. In the schedule under s. 20.005 (3)
15for the appropriation to the department of public instruction under s. 20.255 (2) (da),
16the dollar amount for fiscal year 2022-23 is increased by $30,000,000 for the
17purposes for which the appropriation is made.
AB564-ASA2,2,2418 (3) School-based mental health services grants. In the schedule under s.
1920.005 (3) for the appropriation to the department of public instruction under s.
2020.255 (2) (dt), the dollar amount for fiscal year 2021-22 is increased by $5,000,000
21for the purposes for which the appropriation is made. In the schedule under s. 20.005
22(3) for the appropriation to the department of public instruction under s. 20.255 (2)
23(dt), the dollar amount for fiscal year 2022-23 is increased by $5,000,000 for the
24purposes for which the appropriation is made.

1(4) UW System; general program operations. In the schedule under s. 20.005
2(3) for the appropriation to the Board of Regents of the University of Wisconsin
3System under s. 20.285 (1) (a), the dollar amount for fiscal year 2021-22 is increased
4by $45,000,000 and the dollar amount for fiscal year 2022-23 is increased by
5$45,000,000 for the purpose for which the appropriation is made.
AB564-ASA2,3,106 (5) State aids for technical colleges. In the schedule under s. 20.005 (3) for
7the appropriation to the technical college system board under s. 20.292 (1) (d), the
8dollar amount for fiscal year 2021-22 is increased by $10,000,000 and the dollar
9amount for fiscal year 2022-23 is increased by $10,000,000 for the purpose for which
10the appropriation is made.
