SB1-SSA1-SA3,1,11 At the locations indicated, amend the substitute amendment as follows:
SB1-SSA1-SA3,1,5 21. Page 1, line 4: delete “and immunity from liability related to COVID-19
3exposure" and substitute “, immunity from liability related to COVID-19 exposure,
4funding for unemployment insurance modernization efforts, and making an
5appropriation.".
SB1-SSA1-SA3,1,6 62. Page 3, line 10: after that line insert:

SB1-SSA1-SA3,1g 1Section 1g. 20.445 (1) (ar) of the statutes is created to read:

As a continuing appropriation, the amounts in the schedule
4for the project under s. 108.14 (27).
SB1-SSA1-SA3,1n 5Section 1n. 20.445 (1) (n) of the statutes is amended to read:
SB1-SSA1-SA3,3,86 20.445 (1) (n) Employment assistance and unemployment insurance
7administration; federal moneys.
All federal moneys received, as authorized by the
8governor under s. 16.54, for the administration of employment assistance and
9unemployment insurance programs of the department, for the performance of the
10department's other functions under subch. I of ch. 106 and ch. 108, and to pay the
11compensation and expenses of appeal tribunals and of employment councils
12appointed under s. 108.14, to be used for such purposes, except as provided in s.
13108.161 (3e), and, from the moneys received by this state under section 903 (d) of the
14federal Social Security Act, as amended, to transfer to the appropriation account
15under par. (nb) an amount determined by the treasurer of the unemployment reserve
16fund not exceeding the lesser of the amount specified in s. 108.161 (4) (d) or the
17amounts in the schedule under par. (nb), to transfer to the appropriation account
18under par. (nd) an amount determined by the treasurer of the unemployment reserve
19fund not exceeding the lesser of the amount specified in s. 108.161 (4) (d) or the
20amounts in the schedule under par. (nd), to transfer to the appropriation account
21under par. (ne) an amount not exceeding the lesser of the amount specified in s.

1108.161 (4) (d) or the sum of the amounts in the schedule under par. (ne) and the
2amount determined by the treasurer of the unemployment reserve fund that is
3required to pay for the cost of banking services incurred by the unemployment
4reserve fund, and, from any other federal moneys received by this state for the project
5under s. 108.14 (27), to transfer to the appropriation account under par. (nc) an
6amount determined by the treasurer of the unemployment reserve fund,
and to
7transfer to the appropriation account under s. 20.427 (1) (k) an amount determined
8by the treasurer of the unemployment reserve fund.
SB1-SSA1-SA3,1r 9Section 1r. 20.445 (1) (nb) (title) of the statutes is amended to read:

SB1-SSA1-SA3,1w 12Section 1w. 20.445 (1) (nc) of the statutes is created to read:

14systems; federal moneys.
All moneys transferred from par. (n), for the project under
15s. 108.14 (27).”.
SB1-SSA1-SA3,3,16 163. Page 6, line 16: after that line insert:
SB1-SSA1-SA3,3,18 17“(dg) The department shall allocate all available federal funding for the project
18under par. (a) before allocating any general purpose revenue for that purpose.
SB1-SSA1-SA3,4,219 (dr) If federal funding is received for the project under par. (a) prior to July 1,
202023, the secretary of administration may, to the extent permitted under federal law,
21lapse from the appropriation under s. 20.445 (1) (nc) to the general fund an amount
22not to exceed the amounts in the schedule under s. 20.445 (1) (ar) or the amount of
23federal funding received, whichever is less. This paragraph does not apply with
24respect to amounts received as administrative grants by the state under 42 USC 502

1or to amounts received by this state under section 903 (d) of the federal Social
2Security Act, as amended, 42 USC 1103.”.
