2021 WISCONSIN ACT 252
An Act to amend 20.866 (2) (uz) of the statutes; relating to: a new juvenile correctional facility in Milwaukee County and granting bonding authority.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
252,1 Section 1. 20.866 (2) (uz) of the statutes, as affected by 2021 Wisconsin Act 58, is amended to read:
20.866 (2) (uz) Corrections; juvenile correctional facilities. From the capital improvement fund, a sum sufficient for the department of corrections to acquire, construct, develop, enlarge or improve juvenile correctional facilities. The state may contract public debt in an amount not to exceed $28,652,200 for this purpose. The state may contract additional public debt in an amount up to $4,000,000 for this purpose. The state may contract additional public debt in an amount up to $41,791,000 for this purpose.
252,2 Section 2. Nonstatutory provisions.
(1) 2017-19 Authorized State Building Program changes; Type 1 juvenile correctional facility. In 2017 Wisconsin Act 59, section 9104 (1) (c) 1. em., as created by 2017 Wisconsin Act 185, under projects financed by general fund supported borrowing, the amount authorized for the project identified as “Type 1 juvenile correctional facilities — statewide” is increased by $41,791,000, and the appropriate totals are adjusted accordingly, for the purpose of constructing such a facility in Milwaukee County.
(2) Report to the joint committee on finance. As soon as practicable, the department of administration shall report to the joint committee on finance that the department has reviewed and approved plans for constructing a new Type 1 juvenile correctional facility in Milwaukee County.
(3) Community support for site selection of a new type 1 juvenile correctional facility. The department of administration may not approve plans for constructing a new Type 1 juvenile correctional facility in Milwaukee County unless the site selected for the facility has the support of the governing body of the municipality in which the site is located.
(4) Future use of Lincoln Hills and Copper Lake Schools. The department of corrections shall repurpose the Lincoln Hills and Copper Lake Schools as an adult correctional institution.
