2021 WISCONSIN ACT 250
An Act to repeal 16.9785; and
to amend 16.977 (intro.), 16.977 (2) and 16.977 (3) of the statutes; relating to: oversight of information technology portfolios by the Department of Administration and repealing an obsolete statute regarding assistance by the Department of Administration with purchase of computers and educational technology by school teachers for private use (suggested as remedial legislation by the Department of Administration).
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
Law Revision Committee prefatory note: This bill is a remedial legislation proposal, requested by the Department of Administration and introduced by the Law Revision Committee under s. 13.83 (1) (c) 4. and 5., stats. After careful consideration of the various provisions of the bill, the Law Revision Committee has determined that this bill makes minor substantive changes in the statutes, and that these changes are desirable as a matter of public policy.

Section 1
. 16.977 (intro.) of the statutes is amended to read:
16.977 Information technology portfolio management. (intro.) With the assistance of executive branch agencies, other than the board of regents of the University of Wisconsin System, the department shall manage the information technology portfolio of state government executive branch agencies, other than the board of regents of the University of Wisconsin System, in accordance with a management structure that includes all of the following:
Note: This Section clarifies that DOA does not manage the information technology portfolio for the University of Wisconsin system.

. 16.977 (2) of the statutes is amended to read:
16.977 (2) Methods for monitoring and controlling information technology development projects and assets.

. 16.977 (3) of the statutes is amended to read:
16.977 (3) Methods to evaluate the progress of information technology development projects and the effectiveness of information technology systems, including performance measurements for the information technology portfolio.
Note: Sections 2 and 3 update technology terminology.

. 16.9785 of the statutes is repealed.
Note: This Section repeals a requirement for the Department of Administration to negotiate with private vendors to facilitate technology purchases by teachers for the personal use of the teachers.
