2019 WISCONSIN ACT 20
An Act to amend 84.02 (5) (d) 1. and 84.101; and to create 84.02 (5) (d) 2. p., 84.10295 and 86.19 (1g) (h) of the statutes; relating to: designating the Wisconsin 9/11 Memorial Highway and directional signage for the Wisconsin 9/11 Memorial and Education Center.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Section
1. 84.02 (5) (d) 1. of the statutes is amended to read:
84.02 (5) (d) 1. Identification of each veterans memorial highway or bridge designated under this chapter and the Wisconsin 9/11 Memorial Highway designated under s. 84.10295.

2. 84.02 (5) (d) 2. p. of the statutes is created to read:
84.02 (5) (d) 2. p. The Wisconsin 9/11 Memorial and Education Center in the village of Kewaskum in Washington County.

3. 84.101 of the statutes is amended to read:
84.101 Military memorial highways and bridges. The department shall maintain all markers that designate any state trunk highway or bridge on the state trunk highway system as a memorial that is associated with the armed forces or any branch or unit of the armed forces, any specific soldier or soldiers, any armed forces award or honor, or any war or armed conflict, or that is otherwise military in nature, or that is designated under s. 84.10295, and, notwithstanding ss. 84.1028 (2), 84.1029 (2), 84.1031 (2), 84.1034 (2), 84.1036 (2), 84.1039 (2), and 84.1041 (2), the department shall bear the cost, in an amount not to exceed a total of $2,000 per year on a statewide basis, of such maintenance and shall only perform maintenance under this section in amounts above that sum to the extent that the department has received local or private funding for such maintenance.

4. 84.10295 of the statutes is created to read:
84.10295 Wisconsin 9/11 Memorial Highway. The department shall designate and mark the route of STH 28, commencing at the I 41 and STH 28 interchange in Dodge County and proceeding easterly to the intersection with STH 144 in Washington County, as the “Wisconsin 9/11 Memorial Highway” as a living memorial for the lives lost in the September 11, 2001, terrorist attacks, for the protective services personnel who responded to the attacks, and for the veterans who served in subsequent conflicts.

5. 86.19 (1g) (h) of the statutes is created to read:
86.19 (1g) (h) The department shall erect and maintain directional signs along I 41, USH 45, and STH 28 for the Wisconsin 9/11 Memorial and Education Center in the village of Kewaskum in Washington County, a facility serving to honor those who perished and as a space of reflection for the state of Wisconsin.
