NR 400, 419, 421, 422, 423, 425, 439, and 484, relating to implementing reasonably available control technology (RACT) to limit volatile organic compound (VOC) emissions from miscellaneous metal and plastic parts coatings and miscellaneous industrial adhesives. Rule Information
The department is proposing to update its existing VOC RACT regulations to reflect the latest EPA CTGs Miscellaneous Metal and Plastic Parts Coatings (MMPPC) CTG and the Miscellaneous Industrial Adhesives (Adhesives) CTG issued in 2008. This will ensure the state remains in compliance with Clean Air Act (CAA) Section 182(b)(2) requirements as they apply to moderate and higher ozone nonattainment areas. Wisconsin’s compliance with all CAA requirements, including ensuring compliance with up-to-date RACT rules, will ensure the state has a legally sufficient state implementation plan (SIP) and allow the state to redesignate eligible ozone nonattainment areas more quickly.
For the hearing or visually impaired, non-English speakers, or those with other personal circumstances which might make communication at the meeting/hearing difficult, DNR will, to the maximum extent possible and with reasonable advance notice, provide aids including an interpreter, or a non-English, large-print, or recorded version of hearing documents. Initial Regulatory Flexibility Analysis
The RACT control requirements in the proposed rule could have an economic cost to some individual small businesses. The DNR anticipates that the total cost to small businesses as a result of this rule will be approximately $13,440.
