NOTICE OF PUBLIC HEARING
CHAPTER PI 49
SPECIAL NEEDS SCHOLARSHIP PROGRAM
NOTICE IS HEREBY GIVEN that pursuant to s. 115.7915 (10), Stats., and interpreting s. 115.7915, the Department of Public Instruction will hold a public hearing as required under s. 227.16, Stats., to consider the promulgation of Clearinghouse Rule 19-095 and Emergency Rule 1911, amending PI 49 relating to changes to rules governing the special needs scholarship program as a result of 2017 Wisconsin Acts 36 and 59 and other changes. The hearing will be held as follows:
Date and Time: Monday, August 12, 2019, from 2:30 p.m. – 4:00 p.m.
Location: GEF 3 Building, Room 041, 125 S Webster St., Madison, WI 53703
This proposed rule amends ch. PI 49 of the Wisconsin Administrative Code in order to conform Department rules governing the special needs scholarship program to changes in statute as a result of 2017 Wisconsin Acts 36 and 59 and other changes. This proposed rule also includes items that will assist schools, auditors and the department in the administration and implementation of the program since the original rule was promulgated.

Interested persons are invited to appear at the hearing and will be afforded the opportunity to make a presentation of their position on the proposed rule orally or in writing. The purpose of this hearing to consider public testimony on the proposed rules under consideration. Questions or comments about the rules under consideration may be posed and will be duly recorded.
Individuals who are unable to attend the hearing but would like to submit written comments may do so via the Department’s form for submitting comment at https://forms.gle/3BJHeJX5qbKrGuQG7. Questions or additional testimony may be accepted by using the contact information below. Written comments on the proposed rules received no later than August 15, 2019, will be given the same consideration as testimony presented at the hearing.
