The Department of Natural Resources announces that it will hold a public hearing on a permanent rule to revise ch. NR 812, relating to well construction and pump installation, at the time and place shown below.

Location: The hearing will be held by videoconference at the following four locations:

Rule Information
NR 812 establishes construction, pump installation, inspection, and filling and sealing standards for private and noncommunity water systems and heat exchange systems. The primary objectives of the rule revision are to correct and clarify language, streamline processes, update well construction standards and be consistent with federal and state law.

Appearances at the Hearing and Submittal of Written Comments
The public has the opportunity to testify at the hearing. Registration will take place at the hearing by completing a Hearing Appearance form, which will be provided. Comments on the proposed rule must be received on or before January 28, 2019. The Hearing Appearance form also can be used for submitting a written comment at the hearing. Written comments may be submitted by U.S. mail, E-mail, or through the internet and will have the same weight and effect as oral statements presented at the public hearing. Initial Regulatory Flexibility Analysis
The total economic impact is estimated to be $ 698,926 per year (Level 2 Moderate). This includes an annual cost increase to certain drilling businesses resulting from drilling requirements specified in this rule, and an annual rule cost decrease for certain pump installing businesses due to reduced water testing requirements for arsenic and nitrate.
