Notice of State Implementation Plan Submittal to Legislature
for Regional Haze 5-year Progress Report
On January 13, 2017, the Wisconsin Department of Natural Resources (WDNR) submitted to the standing committees of the legislature with jurisdiction over environmental matters under s. 13.172 (3), Wis. Stats., a report describing WDNR’s proposal to submit a revision to Wisconsin’s State Implementation Plan (SIP) for air quality to the U.S. Environmental Protection Agency (EPA). The WDNR is requesting that EPA approve the Regional Haze 5-year Progress Report. The federal Regional Haze Rule was originally adopted in 1999 to ensure improved visibility in Class I air quality areas (generally national parks and wilderness areas) across the U.S., with the goal of attaining natural visibility conditions by 2064. The federal Regional Haze Rule requires the state to develop this report to determine if our regional haze state implementation plan (SIP), which was approved by EPA in 2012, is being implemented appropriately and whether reasonable visibility progress is being achieved. DNR’s report concludes that Wisconsin’s approved haze SIP is adequate and that no further action is needed by the state at this time.
