NOTICE IS HEREBY GIVEN that, pursuant to ss. 227.17 and 227.24(4), Wis. Stats., the State of Wisconsin Department of Transportation (“WisDOT”) will hold a public hearing on permanent rule that will amend Wis. Admin. Code ch. Trans 178 relating to Unified Carrier Registration System, at the time and place shown below.
Hearing Information:
  Date:     Thursday, January 5, 2017
  Time:     1:00 p.m.

Comments can also be made on permanent rule, CR 16-074, through the Legislature’s Administrative Rules website at http://docs.legis.wisconsin.gov/code/comment, until Monday, January 9, 2017.
Accessibility: If you have special needs or circumstances regarding communication or accessibility at a hearing, please call Jennifer Peters, Paralegal/Administrative Rulemaking Coordinator, at (608) 267-6979 prior to the hearing date. Accommodations such as ASL interpreters, English translators, or materials in audio format will be made available on request to the fullest extent possible.
Initial Regulatory Flexibility Analysis: UCR may have a small effect on a small number of Wisconsin based interstate trucking companies. For companies up to 1,000 trucks, the maximum underpayment would be up to $76.00 per year, per truck. For companies with more than 1,000 trucks, the fee per vehicle maxes out at flat fee for $73,346 for 1,001 or more vehicles. The average maximum underpayment of the fee itself would decline arithmetically from $73.346 per vehicle as the number of a company’s vehicles exceeds 1,000.
The agency contact person listed below is also the small business regulatory coordinator for this proposed rule. This proposed rule, fiscal estimate, and other related documents may be viewed at http://docs.legis.wisconsin.gov/code.
