16accordance with a protocol established under sub. (1) (a), do all any of the following:

18patient's medical condition is beyond the scope of practice of the licensee, the licensee
19shall, in accordance with the protocol established under sub. (1) (a), refer the patient

14affiliated credentialing examining board may assess against an applicant or licensee
15a forfeiture of not more than $10,000 for each violation specified under sub. (2).
