AB238,1,2 1An Act relating to: work requirements for recipients of vouchers under the
2federal Housing Choice Voucher Program.
Analysis by the Legislative Reference Bureau
This bill authorizes the Wisconsin Housing and Economic Development
Authority to request approval from the federal Department of Housing and Urban
Development to implement a pilot program that requires a recipient of a voucher
under the federal Housing Choice Voucher Program to satisfy work requirements as
a condition of the voucher. The bill also provides that WHEDA may provide certain
employment, training, and self-sufficiency services, in partnership with certain
organizations that contract with WHEDA, to recipients of vouchers under the federal
Housing Choice Voucher Program.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB238,1 3Section 1. Nonstatutory provisions.

1(1) Pilot program concerning work requirements under the housing choice
2voucher program.
AB238,2,63 (a) Request for approval. The Wisconsin Housing and Economic Development
4Authority may request approval, if necessary, from the federal department of
5housing and urban development for the purpose of implementing the pilot program
6under paragraph (b).
AB238,2,147 (b) Employment requirement pilot program. The Wisconsin Housing and
8Economic Development Authority may, to the extent approved under paragraph (a),
9develop policies and procedures for and implement a pilot program that requires
10certain able-bodied adults, as determined by the authority, who receive a voucher
11under the federal Housing Choice Voucher Program to satisfy certain employment,
12training, and self-sufficiency requirements as specified in the policies and
13procedures. The authority may coordinate with state agencies that provide similar
14services to minimize duplication.
AB238,2,2115 (2) Self-sufficiency services. The Wisconsin Housing and Economic
16Development Authority may develop policies and procedures for and implement a
17program to provide self-sufficiency services to recipients of vouchers under the
18federal Housing Choice Voucher Program. The authority may implement this
19program in partnership with public housing agencies, state agencies, and other
20governmental or nongovernmental organizations that contract with the authority to
21administer the federal Housing Choice Voucher Program.
