"(3c) Bureau of Milwaukee child welfare; assistant administrator position.
The authorized FTE positions for the department of children and families are 3
increased by 0.92 GPR assistant administrator position, to be funded from the 4
appropriation under section 20.437 (1) (cw) of the statutes, and by 0.08 FED position, 5
to be funded from the appropriation under section 20.437 (1) (mw) of the statutes, for 6
the purpose of assisting the director and the deputy director of the bureau of 7
Milwaukee child welfare in that department in administering child welfare services 8
in Milwaukee County. The department of children and families shall fill that 9
position within 60 days after the effective date of this subsection or, if that 10
department does not fill that position within those 60 days, that department shall 11
submit a report to the joint committee on finance providing detailed reasons why the 12
position remains unfulfilled within 30 days after the expiration of those 60 days and 13
every 30 days after that until the position is filled.".
"(3n) Reports on timeliness of child abuse and neglect assessments.

later than the 10th day of the 2nd month beginning after the effective date of this 17
subsection, and by no later than the 10th day of every month after that until August 18
10, 2017, the department of children and families shall submit to the joint committee 19
on finance a report that identifies, for the most recent month for which data are 20
available, each agency, as defined in section 48.981 (1) (ag) of the statutes, that fails 21
to complete an initial assessment as to whether child abuse or neglect has occurred 22
or is likely to occur for at least 65 percent of the reports of child abuse or neglect that 23
the agency investigates within 60 days after receipt of such a report as required
under section 48.981 (3) (c) 4. of the statutes. For each agency identified in a report, 2
the report shall include all of the following:
The number of reports of child abuse or neglect being investigated by the 4
agency in the month reported.
The number of initial assessments completed during the month reported 6
within the time required under section 48.981 (3) (c) 4. of the statutes.
The number of initial assessments completed during the month reported, 8
but not within the time required under section 48.981 (3) (c) 4. of the statutes.
The number of initial assessments pending during the month reported that 10
were not completed within the time required under section 48.981 (3) (c) 4. of the 11
(e) For the initial assessments described in paragraphs (c) and (d), the reasons 13
why those assessments were not completed within the time required under section 14
48.981 (3) (c) 4. of the statutes.
A plan for improving the timeliness of the agency's completion of initial 16
assessments of child abuse and neglect reports investigated by the agency.".
"(3h) Audit of bureau of Milwaukee child welfare.
The legislative audit 19
bureau is requested to perform a financial audit of the bureau of Milwaukee child 20
welfare in the department of children and families and a performance evaluation 21
audit of the child welfare programs provided by that bureau, including an evaluation 22
of the child welfare programs provided by, the finances of, and the staffing of that 23
bureau for fiscal years 2012-13 to 2014-15. If the legislative audit bureau performs
the audit, it shall file its report as described under section 13.94 (1) (b) of the statutes 2
by July 1, 2016.".
