SB800,1,3 1An Act to amend 20.370 (1) (mu); and to create 29.063 (7) of the statutes;
2relating to: deer carcass disposal sites, chronic wasting disease education, and
3making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Natural Resources to provide large metal
containers where hunters may dispose of deer carcasses, to be placed in locations
throughout the state as determined by DNR. The bill provides in the 2023-25 fiscal
biennium $2,000,000 for the carcass disposal sites. The bill also provides in the
2023-25 fiscal biennium $100,000 for DNR to provide education to hunters about
chronic wasting disease and the importance of proper carcass disposal.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB800,1 4Section 1. 20.370 (1) (mu) of the statutes is amended to read:
SB800,2,85 20.370 (1) (mu) General program operations — state funds. The amounts in
6the schedule for general program operations that are conducted under ss. 23.09 to

123.11, 27.01, 30.203, 30.277, and 90.21, and chs. 29 and 169, for activities conducted
2under the ecological inventory and monitoring program of the endangered resources
3program, for the aquatic and terrestrial resources inventory under s. 23.09 (2) (km),
4for deer carcass disposal sites under s. 29.063 (7), for chronic wasting disease
5education,
for providing the signage required under s. 23.118, and for payments of
6$53,700 in each fiscal year, to be credited to the appropriation account under s.
720.285 (1) (k), to the University of Wisconsin System for outdoor skills training under
8s. 29.598.
SB800,2 9Section 2. 29.063 (7) of the statutes is created to read:
SB800,2,1310 29.063 (7) The department shall provide large metal containers where hunters
11may dispose of deer carcasses in locations throughout the state as determined by the
12department. The department shall regularly dispose of any carcasses placed in the
13containers.
SB800,3 14Section 3. Fiscal changes.
SB800,2,2115 (1) Deer carcass disposal sites. In the schedule under s. 20.005 (3) for the
16appropriation to the department of natural resources under s. 20.370 (1) (mu), the
17dollar amount for fiscal year 2023-24 is increased by $1,000,000 to provide deer
18carcass disposal sites under s. 29.063 (7). In the schedule under s. 20.005 (3) for the
19appropriation to the department of natural resources under s. 20.370 (1) (mu), the
20dollar amount for fiscal year 2024-25 is increased by $1,000,000 to provide deer
21carcass disposal sites under s. 29.063 (7).
SB800,3,422 (2) Chronic wasting disease education. In the schedule under s. 20.005 (3) for
23the appropriation to the department of natural resources under s. 20.370 (1) (mu),
24the dollar amount for fiscal year 2023-24 is increased by $50,000 to provide
25education to hunters about chronic wasting disease and the importance of proper

1carcass disposal. In the schedule under s. 20.005 (3) for the appropriation to the
2department of natural resources under s. 20.370 (1) (mu), the dollar amount for fiscal
3year 2024-25 is increased by $50,000 to provide education to hunters about chronic
4wasting disease and the importance of proper carcass disposal.
SB800,4 5Section 4 . Effective date.
SB800,3,76 (1) This act takes effect on the day after publication, or on the 2nd day after
7publication of the 2023 biennial budget act, whichever is later.
