SB498,1,4 1An Act to amend 119.04 (1); and to create 20.255 (2) (ch) and 115.422 of the
2statutes; relating to: grants to encourage individuals to pursue a career in
3teaching or to facilitate teacher licensure, granting rule-making authority, and
4making an appropriation.
Analysis by the Legislative Reference Bureau
The bill creates a new grant program administered by the Department of Public
Instruction and available to school districts and operators of independent charter
schools to reimburse the cost of “Grow Your Own” programs. Under the bill, Grow
Your Own programs include high school clubs that encourage careers in teaching,
payment of costs associated with current staff acquiring education needed for
licensure, support for career pathways using dual enrollment, support for
partnerships focused on attracting or developing new teachers, or incentives for
paraprofessionals to gain licensure. The bill appropriates $5,000,000 in fiscal year
2024-25 for this purpose.

9(1) In this section, “grow your own program” means a program to encourage
10individuals to pursue a career in teaching or to facilitate teacher licensure. “Grow
11your own program” includes high school clubs that encourage careers in teaching,

13licensure, support for career pathways using dual enrollment, support for

SB498,3,2 16(2) Beginning in the 2024-25 school year, from the appropriation under s.
1720.255 (2) (ch), the department shall award grants to a school district or the operator

1of a charter school under s. 118.40 (2r) or (2x) to reimburse the school district or
2charter school for costs associated with grow your own programs.
SB498,3,4 3(3) The department shall promulgate rules to implement and administer this
4section, including criteria for awarding a grant.
