SB283,1,2 1An Act to create 7.53 (5) of the statutes; relating to: broadcasting election night
2proceedings.

Under this bill, if a municipality broadcasts canvassing proceedings live in any
election, including by live stream on the Internet, the municipality must record the
broadcast, and the municipal clerk must retain the recording for 22 months.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB283,1 3Section 1 . 7.53 (5) of the statutes is created to read:
SB283,2,34 7.53 (5) Live broadcasts. If a municipality broadcasts canvassing proceedings
5live in any election, including by live stream on the Internet, the municipality shall
6record the broadcast. The municipal clerk shall retain the recording for the period
7specified in s. 7.23 (1) (f), unless, in good faith, the municipal clerk is unable to retain
8the recording because the recording is maintained on an Internet video streaming

1service that goes out of business or is otherwise removed from the Internet, if the
2service has been in operation for at least 10 years and has at least 1,000,000 account
3holders at the time the municipal clerk posts the recording to the service.
