SB1024,1,3 1An Act to amend 20.923 (15) (b) and 234.02 (3) of the statutes; relating to:
2increasing the limit on compensation of the executive director and staff of
3WHEDA.
Analysis by the Legislative Reference Bureau
Current law allows the Wisconsin Housing and Economic Development
Authority to employ an executive director and limits the compensation of the
executive director and employees of WHEDA to the maximum salary range
established for positions assigned to executive salary group 6. This bill increases the
limit on the compensation of the executive director and staff of WHEDA to 126.8
percent of the maximum salary range established for positions assigned to executive
salary group 6. The bill also allows WHEDA employees to receive pay that is equal
to or greater than the amount paid to the governor.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB1024,1 4Section 1. 20.923 (15) (b) of the statutes is amended to read:
SB1024,2,35 20.923 (15) (b) Except for the positions identified in sub. (7) (b), positions
6appointed or assigned under s. 234.02 (3),
and positions approved by the joint

1committee of employment relations, the pay of any incumbent whose salary is subject
2to a limitation under this section may not equal or exceed that amount paid the
3governor.
SB1024,2 4Section 2. 234.02 (3) of the statutes is amended to read:
SB1024,2,185 234.02 (3) The governor shall appoint a public member as the chairperson of
6the authority for a one-year term beginning on the expiration of the term of the
7chairperson's predecessor. The authority shall elect a vice chairperson. The
8governor shall nominate, and with the advice and consent of the senate appoint, the
9executive director of the authority, to serve a 2-year term. The authority shall
10employ the executive director so appointed, legal and technical experts and such
11other officers, agents and employees, permanent and temporary, as it may require,
12and shall determine their qualifications, duties and compensation, all
13notwithstanding subch. II of ch. 230, except that s. 230.40 shall apply, and except
14that the compensation of any employee of the authority shall not exceed 126.8
15percent of
the maximum of the executive salary group range established under s.
1620.923 (1) for positions assigned to executive salary group 6. The authority may
17delegate any of its powers or duties to its employees with the consent of the executive
18director or to its agents.
