AJR80,1,53 Whereas, the National Cancer Institute estimates that 297,790 women in the
4United States will be diagnosed with breast cancer in 2023, comprising over 15
5percent of all new cancer cases; and
AJR80,1,86 Whereas, the National Cancer Institute estimates that 43,170 women in the
7United States will die from breast cancer in 2023, comprising over 7 percent of all
8cancer deaths; and
AJR80,1,119 Whereas, the Centers for Disease Control and Prevention reported that 2,276
10men in the United States were diagnosed with breast cancer in 2017, while 510 men
11died from the disease; and
AJR80,1,1512 Whereas, the National Cancer Institute reported that the age-adjusted
13incidence rate for breast cancer between 2016 and 2020 for Wisconsin women was
14134.6 cases per 100,000 people each year, which was about 6 percent higher than the
15national incidence rate; and

1Whereas, the American Cancer Society recommends that all women above the
2age of 45 be screened with a mammogram at least once per year; and
AJR80,2,43 Whereas, the early detection and diagnosis of breast cancer can improve the
4odds that a person will survive breast cancer; and
AJR80,2,75 Whereas, a study from the Radiological Society of North America attributed the
640 percent decline in the national female breast cancer mortality rate between 1989
7and 2017 to the increased use of mammograms and improvements to treatment; and
AJR80,2,98 Whereas, the Wisconsin Legislature has the opportunity to bring awareness to
9this vital public health issue; now, therefore, be it
AJR80,2,13 10Resolved by the assembly, the senate concurring, That the members of the
11Wisconsin Legislature proclaim the month of October 2023 as Breast Cancer
12Awareness Month to promote awareness, early detection, and treatment of breast
13cancer.
