This constitutional amendment, proposed to the 2023 legislature on first
consideration, provides that the people, including future generations, have the right
to a clean, safe, and healthy natural environment, including pure water, clean air,
healthy soils, self-sustaining ecosystems, and a safe and stable climate, and to the
preservation of the natural, cultural, scenic, and healthful qualities of the
environment.
A constitutional amendment requires adoption by two successive legislatures
and ratification by the people before it can become effective.
AJR144,1,4 4Resolved by the assembly, the senate concurring, That:
AJR144,1 5Section 1. Section 27 of article I of the constitution is created to read:

8healthy soils, self-sustaining ecosystems, and a safe and stable climate, and to the

4legislature to be chosen at the next general election and that it be published for three
5months previous to the time of holding such election.
