AB980,1,4 1An Act to amend 165.71 (2) (intro.); and to create 165.71 (1m), 165.71 (2) (bm),
2165.71 (2) (dm), 165.71 (2) (em), 165.71 (2) (fm), 165.71 (2) (m) and 165.71 (3)
3of the statutes; relating to: displaying a human trafficking resource center
4hotline poster.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Justice must provide on its website a
poster that provides information regarding a human trafficking resource center
hotline and encourage that various entities download the poster free of charge.
Current law also requires DOJ to encourage that the poster be displayed at all of the
following places: certain gas stations; hotels; adult entertainment establishments;
salons; places at which employers engage employees to perform agricultural labor;
hospitals or other medical centers; places at which athletic or sporting events occur;
establishments that operate as a massage parlor or spa, alternative health clinic, or
similar entity; various expositions; courthouses; Department of Transportation rest
areas; and public and private transit stations.
This bill requires the poster to be displayed at all of those locations and adds
the following to the list of places that must display the poster: premises that serve
alcoholic beverages, tattoo establishments, job recruitment centers,
community-based residential facilities, and public and private elementary and
secondary schools. The bill requires DOJ to monitor compliance with the
requirement to display the poster and to notify an operator of a business or

establishment that fails to do so that it must correct the violation within 30 days from
the date the notice is sent.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
