AB925,1,2 1An Act to create 20.835 (1) (zm) and 73.03 (78) of the statutes; relating to: local
2grant writing and compliance assistance and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Revenue, in each year from 2024 through
2027, to provide grants of up to $5,000 to political subdivisions with populations of
less than 10,000 to be used to obtain grant writing and compliance assistance
services. These grants may be used to obtain services only for grants related to public
works, transportation infrastructure, or public safety.

printed as an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB925,1 3Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

AB925,2 1Section 2. 20.835 (1) (zm) of the statutes is created to read:
AB925,2,42 20.835 (1) (zm) Grant writing and compliance assistance. From the local
3government fund, the amounts in the schedule for the local grant writing and
4compliance assistance program under s. 73.03 (78).
AB925,3 5Section 3. 73.03 (78) of the statutes is created to read:
AB925,2,116 73.03 (78) To establish and maintain a local grant writing and compliance
7assistance program. Under the program, in each year from 2024 through 2027, the
8department shall award grants to applicant political subdivisions, as defined in s.
966.0602 (1) (c), with populations of less than 10,000 to be used for obtaining grant
10writing and compliance assistance services. All of the following apply to the program
11under this subsection:
AB925,2,1412 (a) Grant writing and compliance assistance services grants under this
13subsection may be used only to obtain services for grants related to any of the
14following:
AB925,2,1515 1. Public works.
AB925,2,1616 2. Transportation infrastructure.
AB925,2,1717 3. Public safety.
AB925,2,1918 (b) The department shall prescribe a simple and clear application that is
19reasonably accessible to political subdivisions with limited staffing resources.

1(c) In each year in which this subsection applies, the department shall
2prioritize grants for political subdivisions that have not previously received a grant
3under this subsection.
AB925,3,44 (d) A grant under this subsection may not exceed $5,000.
AB925,3,65 (e) No later than December 31, 2026, the department shall submit a report to
6the joint committee on finance evaluating the program under this subsection.
