AB592,1,3 1An Act to amend 119.04 (1); and to create 118.065 of the statutes; relating to:
2allowing representatives of certain federally chartered youth membership
3organizations to provide information to pupils on public school property.

This bill requires, upon the request of certain federally chartered youth
membership organizations, the principal of a public school, including an
independent charter school, to schedule at least one date and time at the beginning
of the school term for representatives of the youth membership organization to
provide information about the organization to pupils during the school day on school
property. Such information may include information about how the organization
furthers the educational interests and civic involvement of pupils consistent with
good citizenship. Examples of these federally chartered youth membership
organizations include Boy Scouts of America and Girl Scouts of the United States of
America.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB592,1 4Section 1. 118.065 of the statutes is created to read:
AB592,1,6 5118.065 Federally chartered youth membership organizations. (1) In
6this section:

1(a) “School” means a public school, including a charter school authorized under
2s. 118.40 (2r) or (2x).
AB592,2,53 (b) “Youth membership organization" means an organization identified in
4chapter 301, 309, 311, 709, or 803 of title 36 of the United States Code that has an
5educational purpose and that promotes civic involvement.
AB592,2,12 6(2) Beginning in the 2024-25 school year, at the beginning of a school term, a
7youth membership organization may request that the principal of a school allow
8representatives of the organization to provide oral information or written
9information, or both, regarding the organization to pupils during a school day on
10school property, including information about how the organization furthers the
11educational interests and civic involvement of pupils consistent with good
12citizenship.
AB592,2,16 13(3) If a youth membership organization submits a request under sub. (2) to the
14principal of a school, the principal shall schedule at least one date and time during
15the beginning of the school term for representatives of the organization to provide
16information as described under sub. (2).
