AB562,1,3 1An Act to renumber and amend 15.195 (8); and to create 15.195 (8) (b) of the
2statutes; relating to: adding rural emergency medical services providers to the
3Emergency Medical Services Board.
Analysis by the Legislative Reference Bureau
This bill adds two voting members to the Emergency Medical Services Board,
which is attached to the Department of Health Services. The bill provides that at
least two members of the board must be an emergency medical responder, emergency
medical technician, advanced emergency medical technician, or emergency medical
technician - intermediate and have a local credentialing agreement solely with a
volunteer department that serves a rural area or multiple volunteer departments
that serve a rural area. For purposes of that requirement, the bill defines “rural
area” as an area for which the population of the largest single municipality in the
volunteer department's service area is less than 10,000. The bill specifies that the
two new members of the board appointed on or after the effective date of the bill must
meet the new criteria established under the bill, specifically, that each is an
emergency medical responder, emergency medical technician, advanced emergency
medical technician, or emergency medical technician - intermediate who has a local
credentialing agreement solely with a volunteer department that serves a rural area
or multiple volunteer departments that serve a rural area.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 15.195 (8) of the statutes is renumbered 15.195 (8) (a) and amended
2to read:
AB562,2,83 15.195 (8) (a) There is created an emergency medical services board, which is
4attached to the department of health services under s. 15.03. The board shall consist
5of 11 13 voting members, appointed for 3-year terms, who have an interest and
6expertise in emergency medical services issues, who represent the various
7geographical areas of the state, and, subject to par. (b), who include representatives
8of the various types of emergency medical services providers.
AB562,2,12 9(c) In addition to the 11 13 voting members, the secretary of health services,
10the secretary of transportation, the director of the technical college system board and
11the state medical director for emergency medical services or their designees shall
12serve as nonvoting members of the board.
AB562,2 13Section 2. 15.195 (8) (b) of the statutes is created to read:
AB562,2,1514 15.195 (8) (b) At least 2 of the voting members of the board shall satisfy all of
15the following:
AB562,2,1916 1. Be an emergency medical responder, as defined in s. 256.01 (4p), an
17emergency medical technician, as defined in s. 256.01 (6), an advanced emergency
18medical technician, as defined in s. 256.01 (1k), or an emergency medical technician
19- intermediate, as defined in s. 256.01 (7).

22For purposes of this subdivision, “rural area” means an area for which the population
23of the largest single municipality, as defined in s. 5.02 (11), in the volunteer
24department's service area is less than 10,000.

1(1) Emergency medical services board members. The 2 additional members of
2the emergency medical services board under s. 15.195 (8) that are appointed on or
3after the effective date of this subsection shall meet the criteria required under s.
415.195 (8) (b).
