AB351,1,2 1An Act to create 46.48 (33) of the statutes; relating to: grants to mental health
2clubhouses.

This bill requires the Department of Health Services to award grants to
clubhouses. A “clubhouse,” as defined in the bill, is a nonresidential rehabilitation
program that provides support and services to individuals who have or are awaiting
diagnosis for a mental illness but does not directly provide treatment or medical care
for mental illnesses. To receive a grant, a clubhouse must include members who have
been diagnosed with or are awaiting diagnosis for a mental illness and are under
treatment for the condition, raise an amount of money itself to receive a matching
grant, provide activities and services to members on a voluntary basis, have its own
distinct physical space, and allow members to have the opportunity to participate in
the administration and other operational functions of the clubhouse. The bill allows,
if applicable, the Joint Committee on Finance to make a supplement using its passive
review process for the purposes of providing grants to clubhouses.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB351,1 3Section 1. 46.48 (33) of the statutes is created to read:

146.48 (33) Mental health clubhouses. (a) In this subsection, “clubhouse”
2means a nonresidential rehabilitation program that provides support and services
3to individuals who have or are awaiting diagnosis for a mental illness but does not
4directly provide treatment or medical care for mental illnesses.
AB351,2,85 (b) The department shall award grants to clubhouses in a total amount of no
6more than $500,000 per fiscal year and no more than $50,000 per clubhouse per fiscal
7year. The department may not award a grant to a clubhouse unless the clubhouse
8meets all of the following criteria:
AB351,2,119 1. Every member who receives services at the clubhouse has been diagnosed
10with or is awaiting diagnosis for a mental illness and is under treatment for that
11condition.
AB351,2,1412 2. The clubhouse raises an amount of money to match the grant amount
13requested. The department may not award a grant to a clubhouse that exceeds the
14money raised by the clubhouse.
AB351,2,1515 3. Membership in clubhouse activities and services is voluntary.
AB351,2,1716 4. The clubhouse has its own distinct physical space separate from a mental
17health center or institution.
AB351,2,1918 5. Members of the clubhouse have the opportunity to participate in the
19administration and other operational functions of the clubhouse.
AB351,2 20Section 2 . Nonstatutory provisions.
AB351,2,2321 (1) Supplement for grants to mental health clubhouses. If applicable, the
22joint committee on finance may make from moneys appropriated to it a supplement
23for purposes of this act under the process described under s. 20.928 (2m).
