AB111,1,2 An Act to amend 38.04 (9) and 38.12 (9) of the statutes; relating to: technical college fire fighter courses.

Analysis by the Legislative Reference Bureau

Under current law, the Technical College System Board may establish and supervise training programs in fire prevention and protection, which must be made available to members of volunteer and paid fire departments. Also under current law, technical college district boards must make available to members of volunteer and paid fire departments in the district a fire fighting training program approved by the Technical College System Board. This bill requires the Technical College System Board and the technical college district boards to include in provided programs different course modules to account for different fire fighter focuses, and to differentiate any provided fire fighting training program based on whether the training is for volunteer fire fighting officers or paid, full-time fire fighting officers.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB111,1 Section 1. 38.04 (9) of the statutes is amended to read:

AB111,2,10 38.04 (9) Training programs for fire fighters. In order to promote safety to life and property, the board may establish and supervise training programs in fire prevention and protection. The programs shall include training in responding to acts of terrorism, as defined in s. 256.15 (1) (ag), and shall be available to members of volunteer and paid fire departments maintained by public and private agencies, including industrial plants. The programs shall include different course modules to account for different fire fighter focuses. Programs directed towards fire fighter officers shall differentiate based on whether the training is for volunteer fire fighting officers or paid, full-time fire fighting officers. No training program required for participation in structural fire fighting that is offered to members of volunteer and paid fire departments maintained by public agencies may require more than 60 hours of training.

AB111,2 Section 2. 38.12 (9) of the statutes is amended to read:

AB111,2,19 38.12 (9) Fire fighter training programs. The district board shall make available to members of volunteer and paid fire departments maintained by cities, villages and towns located in the district a fire fighter training program approved by the board and funded under s. 20.292 (1) (gr). The program shall include different course modules to account for different fire fighter focuses. Programs directed towards fire fighter officers shall differentiate based on whether the training is for volunteer fire fighting officers or paid, full-time fire fighting officers. No district board may charge a fee for training provided under this subsection.
