AB1086,1,5 1An Act relating to: funding for supplemental payments to hospitals with
2avoidable patient days under the Medical Assistance program, for enhanced
3nursing home reimbursement rates under the Medical Assistance program for
4residents with bariatric and extensive wound care needs, and for the complex
5patient pilot program.
Analysis by the Legislative Reference Bureau
This bill increases the appropriation moneys available to the Department of
Health Services by $20,000,000 during the 2023-25 fiscal biennium to fund the state
share for supplemental payments under the Medical Assistance program to
hospitals with avoidable patient days and by $10,000,000 during the 2023-25 fiscal
biennium to fund an enhanced reimbursement rate under the Medical Assistance
program for addressing the needs of nursing home residents with bariatric and
extensive wound care needs. The bill also increases the appropriation moneys
available to DHS by $15,000,000 during the 2023-25 fiscal biennium to provide
funding for the complex patient pilot program, while decreasing the amount
appropriated to the Joint Committee on Finance for supplemental appropriations for
fiscal year 2023-24 by $5,000,000 to adjust for moneys that were previously
appropriated to JCF in the 2023 biennial budget act for the complex patient pilot
program.

enact as follows:

AB1086,2,62 (1) Supplemental payments for hospitals with avoidable patient days. In the
3schedule under s. 20.005 (3) for the appropriation to the department of health
4services under s. 20.435 (4) (b), the dollar amount for fiscal year 2023-24 is increased
5by $20,000,000 to fund the state share for supplemental payments under the Medical
6Assistance program to hospitals with avoidable patient days.
AB1086,2,117 (2) Nursing home enhanced rate. In the schedule under s. 20.005 (3) for the
8appropriation to the department of health services under s. 20.435 (4) (b), the dollar
9amount for fiscal year 2023-24 is increased by $10,000,000 to fund an enhanced
10reimbursement rate under the Medical Assistance program for addressing the needs
11of nursing home residents with bariatric and extensive wound care needs.
AB1086,2,1612 (3) Joint Committee on Finance Adjustment relating to the complex patient
13pilot program.
In the schedule under s. 20.005 (3) for the appropriation to the joint
14committee on finance under s. 20.865 (4) (a), the dollar amount for fiscal year
152023-24 is decreased by $5,000,000 to adjust the funding previously provided in the
162023 biennial budget act for the complex patient pilot program.

18appropriation to the department of health services under s. 20.435 (7) (d), the dollar
19amount for fiscal year 2023-24 is increased by $15,000,000 to provide funding for the
