AB1047,1,3 1An Act to create 5.05 (11r) and 20.510 (1) (ff) of the statutes; relating to: grants
2for the purchase of election supplies and equipment and making an
3appropriation.
Analysis by the Legislative Reference Bureau
This bill authorizes the Elections Commission to award grants to
municipalities for the purchase of election supplies and equipment, including
electronic poll books. Under the bill, a municipality must apply for a grant no later
than 180 days before a general election and agree to have the commission conduct
at least one random inspection of the supplies and equipment that the municipality
purchases with the grant moneys. Finally, the bill requires the commission to
conduct an audit of the grant program no later than 90 days after each general
election and submit an audit report to the legislature.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB1047,1 4Section 1 . 5.05 (11r) of the statutes is created to read:
AB1047,2,35 5.05 (11r) Aids to municipalities for the purchase of election supplies and
6equipment.
(a) From the appropriation under s. 20.510 (1) (ff), the commission may

1award grants to municipalities for the purchase of election supplies and equipment,
2including electronic poll books. In each biennium, the commission may award grants
3under this subsection in the following amounts:
AB1047,2,54 1. No more than $2,500,000 to municipalities with a population exceeding
5250,000.
AB1047,2,76 2. No more than $1,000,000 to municipalities with a population exceeding
7100,000, but not exceeding 250,000.
AB1047,2,98 3. No more than $500,000 to municipalities with a population exceeding
950,000, but not exceeding 100,000.
AB1047,2,1110 4. No more than $250,000 to municipalities with a population not exceeding
1150,000.
AB1047,2,2012 (b) A municipality may apply to the commission for a grant under this
13subsection in the manner determined by the commission, but an application must be
14received no later than 180 days before any general election conducted in the
15municipality. No municipality may receive a grant under this subsection unless the
16municipality enters into an agreement with the commission to have the commission
17conduct at least one random inspection of the supplies and equipment that the
18municipality purchases with the grant moneys. The commission shall complete an
19audit of the grant program no later than 90 days after each general election and
20submit an audit report to the legislature under s. 13.172 (2).
