AB1001,1,3 1An Act to repeal 20.505 (4) (dw); and to create 20.505 (4) (dw) of the statutes;
2relating to: school safety grants for public and private schools and making an
3appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Administration to establish a competitive
grant program that is open to public and private schools for grants to improve the
safety of school buildings and to provide security training to school personnel. Under
the bill, DOA must delegate the administration of the grant program to cooperative
educational service agency 6 (CESA 6). In administering the program, CESA 6 must
give preference to applicants that have not received a school safety grant from the
Department of Justice. The bill provides $30,000,000 for these grants. Finally, the
grant program sunsets on July 1, 2025.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB1001,3 4Section 3. 20.505 (4) (dw) of the statutes, as created by 2023 Wisconsin Act ....
5(this act), is repealed.
AB1001,4 6Section 4. Nonstatutory provisions.
AB1001,2,77 (1) School safety competitive grant program.
AB1001,2,88 (a) In this subsection:
AB1001,2,9 91. “CESA 6” means cooperative educational service agency 6.
AB1001,2,10 102. “Department” means the department of administration.
AB1001,2,11 113. “Private school” has the meaning given in s. 115.001 (3r).
AB1001,2,12 124. “Public school” has the meaning given in s. 115.01 (1).
AB1001,2,1813 (b) The department shall establish a competitive grant program to award
14grants to public and private schools to improve the safety of school buildings and to
15provide security training to school personnel. The grant program established under
16this paragraph shall be administered by the board of control of CESA 6. In awarding
17grants under this paragraph, the board of control of CESA 6 shall give preference to
18applicants that have not received a grant under s. 165.88.
AB1001,2,1919 (c) No grants may be awarded under this subsection after June 30, 2025.

1Section 5. Effective dates. This act takes effect on the day after publication,
2except as follows:
AB1001,3,43 (1) School safety grants. The repeal of s. 20.505 (4) (dw) takes effect on July
41, 2025.
