AB951,1,3 1An Act to create 16.20, 20.505 (1) (e) and 20.505 (1) (eb) of the statutes; relating
2to:
grants to political subdivisions for additional policing and strategic
3planning to combat crime and making an appropriation.

This bill creates two grant programs to be administered by the Department of
Administration.
Grants for additional policing
The bill authorizes DOA to award one or more grants to a city, village, town, or
county for costs associated with additional policing to address automobile theft and
carjacking. DOA must give priority to cities, villages, towns, or counties having a
higher incidence of automobile theft or carjacking. Grants may be used to cover up
to four years of additional policing costs but may not be used to supplant funding that
is available from other sources.
Before DOA implements the additional policing grant program, the bill
requires DOA to submit a plan for the grant program to the Joint Committee on
Finance for approval. The plan must ensure that the grants will be distributed
throughout all geographic areas of Wisconsin and in both urban and rural
communities.
The bill appropriates $5,000,000 for the additional policing grant program in
the 2019-21 fiscal biennium. The bill also includes a requirement that grant
recipients submit reports to DOA describing in detail how grant moneys were
expended and the results of such expenditures, including any impact on the number
of persons arrested and charged for automobile theft and carjacking.

Grants for strategic planning
The bill further authorizes DOA to award one or more grants to a city, village,
town, or county for costs associated with strategic planning to combat crime. Grants
may be used to cover up to two years of strategic planning costs but may not be used
to supplant funding that is available from other sources.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB951,1 1Section 1. 16.20 of the statutes is created to read:
AB951,2,4 216.20 Grants for additional policing and strategic planning. (1)
3Definition. In this section, “political subdivision” means a city, village, town, or
4county.
AB951,2,10 5(2) Additional policing. (a) From the appropriation under s. 20.505 (1) (e), the
6department may award one or more grants to a political subdivision for costs
7associated with additional policing to address automobile theft and carjacking
8within the political subdivision. In awarding the grants, the department shall give
9priority to the political subdivisions having a higher incidence of automobile theft or
10carjacking.
AB951,2,1211 (b) No political subdivision may have more than a total of 4 years of additional
12policing costs funded by grants under par. (a).

1(c) The department shall ensure that no grant awarded under par. (a) is used
2to supplant funding available to the political subdivision from other sources.

5no later than 4 years after receiving the grant. Each report shall describe in detail
6how the grant moneys were expended and the results of such expenditures, including
7any impact on the number of persons arrested and charged for automobile theft and
8carjacking in the political subdivision.
AB951,3,11 9(3) Strategic planning. (a) From the appropriation under s. 20.505 (1) (eb),
10the department may award one or more grants to a political subdivision for costs
11associated with strategic planning to combat crime within the political subdivision.
AB951,3,1312 (b) No political subdivision may have more than a total of 2 years of strategic
13planning costs funded by grants under par. (a).
AB951,3,1514 (c) The department shall ensure that no grant awarded under par. (a) is used
15to supplant funding available to the political subdivision from other sources.
AB951,3,1916 (d) Each political subdivision that receives a grant under par. (a) shall submit

AB951,4,75 20.505 (1) (eb) Grants for strategic planning. Biennially, the amounts in the
6schedule for grants to political subdivisions for strategic planning to combat crime
7under s. 16.20 (3).
AB951,5 8Section 5 . Nonstatutory provisions.
AB951,4,199 (1) Additional policing. The department of administration shall submit to the
10joint committee on finance a plan for the grant program under s. 16.20 (2). The plan
11shall ensure that the grants will be distributed throughout all geographic areas of
12the state and in both urban and rural communities. The joint committee on finance
13may supplement the appropriation under s. 20.505 (1) (e) from the appropriation
14under s. 20.865 (4) (a) if the committee approves or modifies and approves the plan
15submitted under this subsection. The committee may make a supplementation
16under this subsection without finding that an emergency exists under s. 13.101 (3)
17(a) 1. If the committee approves or modifies and approves the plan, the department
18of administration shall implement the grant program in accordance with the plan as
19approved.
AB951,5,920 (2) Strategic planning. The department of administration shall submit to the
21joint committee on finance a plan for the grant program under s. 16.20 (3). The plan

1shall ensure that the grants will be distributed throughout all geographic areas of
2the state and in both urban and rural communities. The joint committee on finance
3may supplement the appropriation under s. 20.505 (1) (eb) from the appropriation
4under s. 20.865 (4) (a) if the committee approves or modifies and approves the plan
5submitted under this subsection. The committee may make a supplementation
6under this subsection without finding that an emergency exists under s. 13.101 (3)
7(a) 1. If the committee approves or modifies and approves the plan, the department
8of administration shall implement the grant program in accordance with the plan as
9approved.
AB951,6 10Section 6 . Fiscal changes.
AB951,5,1411 (1) Additional policing. In the schedule under s. 20.005 (3) for the
12appropriation to the joint committee on finance under s. 20.865 (4) (a), the dollar
13amount for fiscal year 2019-20 is increased by $5,000,000 to supplement the
14appropriation under s. 20.505 (1) (e) for grants awarded under s. 16.20 (2).
AB951,5,1815 (2) Strategic planning. In the schedule under s. 20.005 (3) for the
16appropriation to the joint committee on finance under s. 20.865 (4) (a), the dollar
17amount for fiscal year 2019-20 is increased by $5,000,000 to supplement the
18appropriation under s. 20.505 (1) (eb) for grants awarded under s. 16.20 (3).
