AB624,1,2 1An Act to create 48.482 of the statutes; relating to: driver's licenses for youth
2in out-of-home care and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Children and Families to establish or
contract for a driver education program for individuals who are 15 years of age or
older and in out-of-home care. The bill requires the program to provide assistance
with identifying and enrolling in an appropriate driver education course, obtaining
an operator's license, and obtaining motor vehicle liability insurance. The bill
authorizes DCF to pay, for any individual in the program, any fees required to enroll
in a driver education course or to obtain an operator's license and the cost of motor
vehicle liability insurance on the vehicle owned or used by the individual during the
program and after the individual obtains an operator's license.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB624,1 3Section 1. 48.482 of the statutes is created to read:
AB624,2,5 448.482 Driver education program. The department shall establish or
5contract for a driver education program for individuals who are 15 years of age or

1older and in out-of-home care. The program shall provide assistance with
2identifying and enrolling in an appropriate driver education course, obtaining an
3operator's license, and obtaining motor vehicle liability insurance. From the
4appropriation under s. 20.437 (1) (a), the department may pay all of the following
5expenses that apply to an individual in the program:
AB624,2,6 6(1) Fees required to enroll in a driver education course.
AB624,2,7 7(2) Fees required to obtain an operator's license under ch. 343.
AB624,2,12 8(3) The cost of motor vehicle liability insurance for the motor vehicle owned or
9used by the individual while participating in the program and after obtaining an
10operator's license, including any increase in the cost of motor vehicle liability
11insurance on a motor vehicle owned by an out-of-home care provider and used by
12the individual.
AB624,2 13Section 2 . Fiscal changes.
AB624,2,2014 (1) Driver education program. In the schedule under s. 20.005 (3) for the
15appropriation to the department of children and families under s. 20.437 (1) (a), the
16dollar amount for fiscal year 2019-20 is increased by $89,700 to fund the driver
17education program under s. 48.482. In the schedule under s. 20.005 (3) for the
18appropriation to the department of children and families under s. 20.437 (1) (a), the
19dollar amount for fiscal year 2020-21 is increased by $289,200 to fund the driver
20education program under s. 48.482.
