AB219-AA1,1,11 At the locations indicated, amend the bill as follows:
AB219-AA1,1,2 21. Page 2, line 13: after that line insert:
AB219-AA1,1,3 3 Section 3m. 341.14 (6r) (b) 1m. i. of the statutes is created to read:
AB219-AA1,2,144 341.14 (6r) (b) 1m. i. Upon receipt of a contribution totaling an amount equal
5to the department's final estimate of the initial costs of production of the special
6group plates under par. (f) 70. or $15,500, whichever is less, from any person or group
7interested in the special group plates under par. (f) 70., the department shall
8commence any development work necessary to implement the provisions of par. (f)
970. and related provisions under this subsection and shall complete the development
10work within one year of its commencement. As soon as possible, the department
11shall post notice on the department's Internet site of its final estimate of the initial
12costs of production of the special group plates under par. (f) 70. The development
13work under this subd. 1m. i. shall be funded only from the appropriation under s.

120.395 (4) (ch) from the contribution received by the department for purposes of this
2subd. 1m. i. No contribution received by the department under this subd. 1m. i. may
3be applied to any fee established under subd. 2. The department may not issue any
4special group plates under par. (f) 70. until the department has completed the
5development work specified in this subd. 1m. i. If, in the 3rd year beginning after
6special group plates under par. (f) 70. are first issued under par. (f) 70., or any 3rd
7year thereafter, the department receives, in the calendar year, fewer than 500
8applications for registration renewal for vehicles for which these special plates were
9issued, the department shall inform the department of natural resources that the
10special group plates will be discontinued if fewer than 500 applications are received
11in the following year. If, in that following calendar year, the department receives
12fewer than 500 applications for registration renewal for vehicles for which these
13special plates were issued, the department shall cease issuing special group plates
14under par. (f) 70.”.
AB219-AA1,2,17 152. Page 2, line 15: delete the material beginning with “In addition” and ending
16with “shall be" on line 17 and substitute “A voluntary payment of $40 that is in
17addition to the fee under subd. 2. shall be”.

22“parks." on line 13 and substitute “All moneys received under this subdivision in
23excess of $15,500 or the actual cost of design and production of the special group
24plates, whichever is less, for the initial costs of production for the special group

2parks account of the conservation fund for use for state parks.”.

AB219-AA1,3,4 4 Section 4m. 341.14 (6r) (c) of the statutes is amended to read:
AB219-AA1,5,85 341.14 (6r) (c) Special group plates shall display the word “Wisconsin", the
6name of the applicable authorized special group, a symbol representing the special
7group, not exceeding one position, and identifying letters or numbers or both, not
8exceeding 7 positions and not less than one position. Except as provided in this
9paragraph, the department shall specify the design for special group plates, but the
10department shall consult the president of the University of Wisconsin System before
11specifying the word or symbol used to identify the special groups under par. (f) 35.
12to 47., the secretary of natural resources before specifying the word or symbol used
13to identify the special groups under par. (f) 50. and 59., the chief executive officer of
14the professional football team and an authorized representative of the league of
15professional football teams described in s. 229.823 to which that team belongs before
16specifying the design for the applicable special group plate under par. (f) 55., the chief
17trademark officer of Harley-Davidson Michigan, LLC before specifying the design
18for the applicable special group plate under par. (f) 61r., the department of veterans
19affairs before specifying the design for the special group plates under par. (f) 49d.,
2049h., and 49s., the department of tourism and chief executive officer of the
21organization specified in par. (f) 55m. before specifying the design and word or
22symbol used to identify the special group name for special group plates under par.
23(f) 55m., and the Three Harbors Council, Boy Scouts of America NESA License
24Committee before specifying the designs for the initial special group plate under par.

1(f) 66. Special group plates under par. (f) 50. shall be as similar as possible to regular
2registration plates in color and design. Special group plates issued under par. (f) 62.
3shall display the words “In God We Trust". The department shall make available 2
4designs for the special group plates under par. (f) 60. The department may not specify
5any design for the special group plates under par. (f) 60. unless the design is approved
6by the executive vice president of the Milwaukee Brewers Baseball Club LP. The
7department may not specify any design for the special group plates under par. (f) 65.
8unless the design is approved by the president of the Milwaukee Bucks. The word
9or symbol used to identify the special group under par. (f) 59. shall be different from
10the word or symbol used to identify the special group under par. (f) 50. and the design
11shall cover the entire plate. Special group plates under par. (f) 61m. shall display a
12logo or image of the lion associated with the Lions Clubs International. Special group
13plates under par. (f) 61r. shall display a bar and shield logo associated with
14Harley-Davidson, Inc., on the left portion of the plates and the words “share the
15road" on the bottom portion of the plates. Special group plates under par. (f) 63. shall
16display the words “Trout Unlimited." Special group plates under par. (f) 65m. shall
17display the words “Help Cure Childhood Cancer" in purple lettering and a symbol
18comprised of a purple handprint superimposed upon a red heart superimposed upon
19a gold ribbon. Special group plates under par. (f) 66. shall display the words
20“Scouting Alumni" and, at the option of the vehicle owner, either a logo or symbol
21associated with the Boy Scouts of America or a logo or symbol associated with the
22Eagle Scouts. Special group plates under par. (f) 67. shall display a logo or symbol
23associated with Whitetails Unlimited. Special group plates under par. (f) 68. shall
24display a logo or symbol associated with the Wisconsin Rocky Mountain Elk
25Foundation. Special group plates under par. (f) 69. shall display the words “Nurses

1Change Lives" and an image of a heart partially encircled by a stethoscope. The
2department may not specify any design for the special group plates under par. (f) 70.
3unless the design is approved by the secretary of natural resources.

4Notwithstanding par. (e), special group plates under par. (f) 33m. and 48m. shall be
5the same color and design that was specified by the department for special group
6plates under par. (f) 33. and 48., respectively, immediately prior to January 1, 2007.
7The design for special group plates under par. (f) 33. and 48. shall be different from
8the design of special group plates under par. (f) 33m. and 48m., respectively.” .
